- CAC Nos. MF7731 and MF7732By letter dated May 12, 2016, Pacific Gas and Electric Company (the licensee) submitted license amendment request (LAR) to adopt NEI 94-01, Revision 2-A, "Industry Guideline for Implementing Performance Based Option of 10 CFR 50

[Title 10 of the Code of Federal Regulations], Appendix J." The U.S. Nuclear Regulatory Commission (NRC) staff needs the following additional information to complete its review:

Page 52 of the Enclosure to application dated May 12, 2016 restates the NEI 94-01 Revision 2-A Safety Evaluation Report (SER) condition "The licensee addresses any tests and inspections performed following major modifications to the containment structure, as applicable. (Refer to SER Section 3.1.4.)." The licensee response is "There are no major modifications planned." The intent of this condition was to identify and evaluate the adequacy of any testing and inspections performed for major primary containment modifications potentially affecting containment leak tight integrity since the last integrated leak rate test and those associated with any such major modifications planned to occur prior to the next integrated leak rate test (ILRT) assuming the allowed periodic interval is extended to 15 years in supporting a determination that extension of the interval is prudent and acceptable . Notes associated with Tables 3.2.5-1 & 2 of the Enclosure to application dated May 12, 2016 indicate that ILRTs were perfor med following steam generator replacements in 2009 and 2008 respectively (which did not involve major containment modification).

Please state if there been any major containment modifications since ILRTs performed in 2008 and 2009? If so, please state what inspections and testing was performed to subsequently demonstrate containment leak tight integrity?

Draft request for additional information (RAI) was issued on November 8, 2016 and with a request to let NRC staff know if a clarification call is needed by November 11, 2016. However, as of today, no request has been received. Please treat this e-mail as formal transmittal of RAI. You are requested to respond to this request within 30 days from the date of this e-mail.
