Susquehanna SteamElectricStationAdditional Information ER100450File991-2PLA-159DocketNos.50-38750-388Thisletteristodocumenttheresponses tothefollowing questions whichweregiventoyourMr.SinghBajwafromourMr.E.D.Testaintele-phoneconversations on1/17/77and1/18/77:1.Whatpercentage oftheLackawanna-Jefferson 500KVLineoccupiesForestLand,andhowmuchisacrossopenland?Answer:AstudywasmadeoftheareatobecrossedbytheLacka-wannatoJefferson Line,butanactuallineroutewasnotdefinedpendingadecisiontopursuethisline.ThestudyareaincludedtheLackawanna County-Scranton area,thePennsylvania-Pocono areaandtheSussexCounty-NewJerseyarea.Sincetheexactroutewasnotdetermined, thepercentage ofForestandopenlandcannotbedetermined; however,theareaispre-dominantly wooded.Approximately one-third ofthelineroutewouldhaveparalleled anexistingsinglecircuit230KVlineandtheremaining two-thirds wouldhaveestablished anewcorridor.

Approximately 18%ofthestudyareaisoccupiedbystateownedForestorGamelands.Thestudyareaoccupieslandpossessing significant scenicqualities andleisureactivitypotential.

TheLackawanna County-Scranton areaisadiversified slowgrowthurbancenterwhichinfluences about15%ofthestudyarea.ThePoconoMountainregionishighlyscenicandisundergoing rapiddevelopment asasecondhomeandrecreation area;thePoconoareacomprised approximately 60%ofthestudyarea.SussexCounty,NewJerseymakesuptheremaining 25%ofthestudyarea.Agriculture issignificant here,thoughtheoutstanding aspectistheincreasing conversion ofmanysummerhomestoyearroundresidences.

2.Wasconsideration giventoinstalling theSusquehanna-Siegfried Lineonthesamestructures asthelinebeingparalleled, wherethelinecrossestheAppalachian Trail'Answer:Theconceptofinstalling the500KVSusquehanna-Siegfried Lineonthesamestructures astheparalledlinewheretheycrosstheAppalachian Trailwasnotconsidered becausetheTrailfollowstheridgeoftheBlueMountainandplacingthecircuitsononesetofstructures wouldrequiretriplecircuitstructures sincethepresentstructure containstwo230KVcircuits.

Thetriplecircuitstructures wouldbehigher(approximately 180's115'orasinglecircuit)andwiderandwouldhavedominated thehorizonasviewedfromthenorthandfrommuchoftheheavilypopulated LehighValleytothesouth.TheArmyCorpsofEngineers requested afeasibility studyofcrossingtheBeltzville Dambydoublecircuiting withtheexistingline;however,ourstudyandreport,whichhasbeenacceptedbytheArmyCorpsofEngineers, recommends thecircuitsbeinstalled onseparatestructures.

Theexistinglinewillberebuiltfordoublecircuit138KVoperation inthenearfuture.Fromreliability pointofview,incertaininstances wheretransmission linesperformdifferent electrical functions, itmaybepossibletoconsiderplacingthreecircuitsonasingletower.However,onthePPGLsystemthe500KVand230KVtransmission linesperformessentially thesamebulkpowerelectrical

function, PPGLpresently planstocrosstheAppalachian TrailwiththeSusquehanna-Siegfried 500KVsinglecircuitlineonacommonrightofwaywiththeEastPalmerton-Siegfried 230KVdoublecircuitline,Xti,shighlyundesirable toplacetheseciicuitsontriplecircui,t,structures 8Itthetrailcrossing.

Allofthesecircuitsareof'vitalimportjnce tothe'ulkpowersystem.Theplacement of*theseci.rcuits ontri.piecircuitstructures wouldsignificantly increasethelikelihood'of"a simultaneous triplecircuitoutage.Depending onthebulkpowersystemcondi,tions.,
