GenericLetter(GL)S8-01,"NRCPosMononIGSCCinBWRAustenMcStainlessSteelPipingGentlemen:ByletterdatedMay15,1997,NiagaraMohawkPowerCorporation(NMPC)indicatedthatathrough-wallpinholeleakatabimetallicweld(33-FW-22)intheNineMilePointUnit1(NMP1)ReactorWaterCleanupSystem(RWCU)hadbeendiscovered.Thisleakresultedfroma7/16"axialcrackthatwasclassifiedasIntergranularStressCorrosionCracking(IGSCC).NMPCproposedtorepairthisweldbyperformingaweldoverlaytorestorethestructuralstrengthoftheweldment.ThepurposeofthatletterwastorequestNRCapprovaloftheweldoverlayrepair.BasedoninformationprovidedinourMay15,1997letterandbytelephoneconversationonMay16,1997,theNRCapprovedrestartofNMP1followingrepairoftheweld.Additionally,theNRCrequestedthatadditionalinformationbeprovidedviawrittencommunication.Thisletterprovidesthatadditionalinformation.GenericLetter(GL)88-01,"NRCPositiononIGSCCinBWRAusteniticStainlessSteelPiping",wasissuedbytheNRConJanuary25,1988tomakerecommendationsregardingthemitigationandidentificationofIGSCC.NMPCprovidedresponsestoGL88-01inthe1988through1991timeframe.ByletterdatedMay15,1990andJune24,1991theNRCissueditsSafetyEvaluations(SE)forGL88-01basedonourresponses.IncludedintheNRC'sSEdatedMay15,1990isthefollowingstatement:"Asareminder,GL88-01requiresthatifanycracksareidentifiedthatdonotmeetthecriteriaforcontinuedoperationwithoutevaluationgiveninSectionXIoftheCode,NRCapprovalofflawevaluationsand/orrepairsinaccordancewithIWB-3640andIWA-4130isrequiredbeforeresumptionofoperation.PleasenotethatweldoverlayiErepairisconsideredasanon-Coderepair,whichrequiresNRCapproval."PDRADQCK05000220

~'4~II Page2SincethisSEwasissued,CodeCaseN-504,"AlternateRulesforRepairofClass1,2,and3AusteniticStainlessSteelPipingSectionXI,Division1",waswrittenandendorsedbytheNRC(i.e.,referencedinRegulatoryGuide(RG)1.147).CodeCaseN-504findsthatthe"acceptabilityofadefectinausteniticstainlesssteelpipingmaybeestablishedinaccordancewithIWB-3640bydepositionofweldreinforcement(weldoverlay)ontheoutsidesurfaceofthepipe",providedthatcertainrequirementsaremet.AsstatedintheMay16,1997telephoneconversation,theweldoverlayrepairdesignfortheRWCUsystemmeetstherequirementsofN-504withthefollowingexceptionsfromitems(f)(1)and(g)(2)(3)oftheCodeCase:(f)(1)TheCodeCaserequiresthatthefullthicknesslengthextends"axiallyatleast0.75KRtbeyondeachendoftheobservedflawswhereRandtaretheouterradiusandnominalwallthicknessofthepipe".Becauseofphysicalrestrictions,theoverlaywasextendedasfaraspossible,untilitbutteduptothenozzletoheatexchangershellweld.Thisresultedinlessthana0.25inchreductionoftheweldoverlaylengthonthestainlesssteelendoftheweld(calculatedlength,is1.25inches,achievedlengthisapproximately1inch).Fulloverlaylengthwasachievedontheoppositesideofthecracktips.(g)(2)Anevaluationofflawgrowthduetofatigue;aswellasshrinkageeffectson(g)(3)weldsandcomponentsinthesystemaffectedbytheweldreinforcement,willbeperformed.TheseevaluationswillbecompletedapproximatelyonemonthfromplantrestartandtheresultsoftheevaluationssubmittedtotheNRCwithinthefollowing60days.ItwasalsonotedthataninserviceleaktestinaccordancewithASMESectionIWA-5000(theoriginalcodeofconstructionforthissystemwasASAB31.1-1955)wouldbeperformedwiththesystematnominaloperatingpressure.(Thistesthasbeenperformedandwasconsideredappropriateasthisweldisnon-safetyrelatedandoutsidetheASMESectionXIboundaryforpressuretesting.Aninserviceleaktestinlieuofahydrostatictestissufficienttodetectanyleaksthroughtherepairedarea).AlthoughnotspecificallydiscussedinourMay16,1997telephoneconversation,alternatemethodsofmeetingelementsofCodeCaseN-504wereused.TheRWCUsystemisdesignedasnon-safetyrelatedandmeetsANSIB31.1.NMPCwillmeetCodeCaseN-504,items(c),and(k)bytheuseofalternatemethodsasfollows:(c)Theperformanceofaliquidpenetrantexaminationpriortothedepositionofweldreinforcementwasnotperformedbecausethepinholeisgreaterthan1/16"whichwouldrequirethecompleteoverlaydefinedinc(2)tobeperformed.Therefore,aweldoverlaywasperformedinaccordancewithc(2).Theareatobereinforcedbyoverlaywasfirstpreparedbyapplicationofaninitialweld
