Hum Requested Completion Date: April 6, 1984 Decription of Task: Review of the Inservice Inspection Program Review Status: Licensee's Response Required In accordance with a request from the Project Manager, the Inservice Inspection Section, Materials Engineering Branch, Division of Engineering, has reviewed the licensee's letter dated March 20, 1984 ( Serial Number G0 2-84-156) concerning the inservice inspection of ASME Code Class 2 systems. The licensee is preparing the initial Inservice Inspection (ISI)

Program for WNP-2. The licensee has requested that the Commission evaluate and approve a plant-specific alternative inspection program for the selection and examination of Class 2 piping which consists of using paragraphs IWC-1220, IWC-1221, IWC-1222 and Table IWC-2500, Examination Category C-F, from the 1983 Edition of Section XI of the ASME Code including Addenda through Winter 1983.

These requirements would be used by the licensee in lieu of the mandatory requirements for Class 2 piping systems defined in 10 CFR 50.55a(g)(4).

The reason that the licensee has made this request is the 1983 Edition of Section XI has not yet been referenced in the regulations.

, Thomas M. Novak Paragraph 50.55a(a)(2)(ii) permits the approval of proposed alternatives to ASME Code requirements or portions thereof that will provide an acceptable level of quality and safety . The regulations require that the licensee's ISI Program be in accordance with the 1980 Edition of Section XI including Addenda through Winter 1980 and for the emergency core cooling system and residual heat removal system, the 1974 Edition including Addenda through Summer 1975. The staff has compared the alternative inspection program proposed by the licensee with the requirements of the regulations. The staff has determined that the use of the alternative inspection program would result in more inservice volumetric examinations of welds, especially in the engineered safety features, then the requirements defined in the regulations. Therefore, the staff has reached the conclusion that the alternative inspection program for the selection and examination of Class 2 piping, as described in the licensee's letter dated March 20, 1984, is acceptable.
