(GL) 89-10, SAFETY-RELATED MOTOR-OPERATED VALVE TESTING AND l SURVEILLANCE - NOTIFICATION OF COMPLETION OF PROGRAMMATIC l ACTIONS (TAC NO. 75637)

Pursuant to 10 CFR 50.54(f), this letter provides notification that the committed programmatic actions to address GL 89-10 guidance have been implemented fbr BFN l Unit 3. l l

NRC issued GL 89-10 on June 28, 1989, recommending that licensees provide additional assurance of the capability of safety-related motor-operated valves (MOV) by performing certain actions. These actions included reviewing MOV design bases, verifying MOV switch settings, testing MOVs under design-basis conditions where practicable, improving evaluations of MOV failures, and trending MOV problems.

TVA's commi.tments regarding the recommendations and schedule requirements of the generic letter are documented in letters dated December 21, 1989 and April 14, 1992. For BFN Unit 3, TVA committed to implement a program satisfying the intent of GL 89-10 within 30 days after the completion of power ascension testing following restart of the unit. Power ascension testing for Unit 3 was completed on December 14, 1995.

GL 89-10 requires licensees to notify NRC in writing within 30 days of the completion of the required actions described in the generic letter. This letter confirms TVA's completion l of design-basis reviews, analyses, verifications, tests, and l inspections performed to comply with the generic letter for BFN Unit 3.
