SEQUOTAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 91--04 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to Licenso DPR-77 to change the TSs of SQN Unit 1. The proposed change revises the steam generator lo-lo trip setpointo allowed by the upcoming installation of modified steam generator level transmitters.

The installation of the modified steam generator icvel trancmitters is scheduled for the Unit 1 Cycic 5 refueling outage. This outage is to begin in early October 1991, and the unit will return to operation in late November or early December 1991. TVA requests approval of this TS change by the staff to support implementation of this change before Unit i restart following the Cycle 5 refueling outage. Because the modification will not occur until the refueling cutage and the cetpoint change of this TS change proposal is in the nonconservativo direction, approval of this request before unit shutdown for refueling would not be appropriate. TVA request a 30-day implementation period from receipt of the approved change to place procedure revisions in effect and distribute the revised TS pages.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.
