In accordance with 10 CFR Part 50.59, we are enclosing 40 copies of a requested amendment to the operating licenses DPR-77 and DPR-79 for a

- change to the Sequoyah Nuclear Plant units 1 and 2 technical specifica-tions. The proposed changes to the technical. specifications and justifications for the changes are provided in the following enclosures.

, Enclosure 1 - Change No. 1, Reassignment of the responsibility

for issuing the the annual. management directive outlining c mtrol room command.

Enclosure 2 - Change No. 2, Revision of frequency to audit the l Physical Security Plan required by TS 6.5.2.8.e, i and -addition of Safeguards Contingency Plan as audit l requirement to TS 6.5.2.8.e.

Enclosure 3 - Change No. 3, Revision in the frequency to audit the Site Radiological Emergency Plan.

. In accordance with the provisions of 10 CFR Part 170.22, we have determined the proposed amendment to be Class II for unit 1 and Class I for~ unit 2.

This classification is based on the fact that the amendment is administra-

-tive in nature and involves a second essentially identical unit at the same site. The remittance of $1,600 is being wired to the Nuclear Regulatory

Coinnission Attention
Licensing Fee Management Branch. As stated in the October 1 and October 30, 1982 letters to All Licensees, no fee is provided for Change No. 2 and Change No. 3,-because these changes are made at the request of the Coinnission.
