In accordance with the provisions Title 10 of the Code of Federal Regulations (CFR), Section 50.90, Southern Nuclear Operating Company (SNC) is submitting a request for an amendment to the Hatch Nuclear Plant (HNP), Units 1 and 2, Technical Specifications (TS) to incorporate the NRC-approved, Technical Specification Task Force (TSTF) traveler, TSTF-423-A, Revision 1 (reference).
The proposed change would modify the TS to risk-inform requirements regarding selected Required Action end states by incorporating the Boiling Water Reactor (BWR) Owners' Group (BWROG) approved Topical Report NEDC-32988-A, Revision 2, "Technical Justification to Support Risk-Informed Modification to Selected Required End States for BWR Plants." Additionally, the proposed amendment would modify the TS Required Actions with a Note prohibiting the use of limiting condition for operation (LCO) 3.0.4.a when entering the preferred end state (Mode 3) on startup.* Attachment 1 provides a description and assessment of the proposed change, the requested confirmation of applicability, and plant-specific verifications.

.... ... .Basis for Proposed Changes 1.0 Description Southern Nuclear Company, (SNC) requests an amendment to Operating SLicenses for the Edwin I. Hatch Nuclear Plant (HNP), .Units 1 .and 2, DPR-57 and NPF-5, respectively.
The proposed amendment would, modify the HNP Technical Specifications (TS) to incorporate risk-inform requirements regarding selected Required Action end states. Additionally, it would modify the TS Required Actions with a Note prohibiting the use of limiting condition for operation (LCO)3.0.4.a when entering the preferred end state (Mode 3) on startup. The changes are consistent with Nuclear Regulatory Commission (NRC)-approved Technical Specification Task Force (TSTF) traveler TSTF-423-A, Revision 1, "Technical Specifications End States, NEDC-32988-A," dated December 22, 2009 (ADAMS Accession Number ML093570241) (Reference I). The Federal Register notice published on February 18, 2011 (76 FR 34) (Reference
- 2) announced the availability of this TS improvement as part of the consolidated line item improvement process (CLIIP).2.0 Assessment
2.1 Applicability
of Topical R5eport NEDC-32988-A.
and Model Safety Evaluation SNC has reviewed Boiling Water Reactor (BWR) Owners' Group (BWROG)topical report (TR) NEDC-32988-A (Reference 3), TSTF-423, Revision 1 (Reference I), and the NRC staff's model safety evaluation (Reference
- 4) as part of the CLIIP. SNC has concluded that the information provided in the TR NEDC-32988 and TSTF-423, and the NRC staff's model safety evaluation are applicable to HNP Units 1 and 2 and justify this license amendment request (LAR) for incorporation of the changes to the HNP Unit 1 and 2 TS.The TSTF-423 justification references Regulatory Guide (RG) 1.182. On November 27, 2012, the NRC published a Federal Register Notice stating that RG 1.182 has been withdrawn and the subject matter has been incorporated into RG 1.160, "Monitoring the Effectiveness of Maintenance at Nuclear Power Plants." RG 1.160 endorses NUMARC 93-01, Revision 4A, dated April 2011.SNC assesses the risk of maintenance activities consistent with the guidance in RG 1.160. Therefore, the justification for adoption of TSTF-423 continues to be applicable.

- 5) on which TSTF-423-A was based and the HNP Unit I and 2 specific TS; however, the justification for the proposed mode change remains directly applicable.
Additionally, in some cases there may be content differences between the ISTS and HNP TS due to plant-specific or historical reasons. These variations and deviations are discussed below: 1. ISTS TS 3.4.3. Safety/Relief Valves. Conditions B and C (HNP TS 3.4.3)The content and structure of HNP TS 3.4.3 differs significantly from that for ISTS 3.4.3. As such, the changes identified in TSTF-423-A, Revision I for ISTS 3.4.3 are not suitable for adoption under the CLIIP process and are not included in this amendment request.2. ISTS TS 3.5.1. Emergqency Core Coolingq System -- Operating.q Conditions G. and H (HNP TS 3.5.1. Conditions E and F)HNP TS 3.5.1 does not include Conditions that are equivalent to ISTS Conditions E and F. The changes identified in TSTF-423-A, Revision 1 for ISTS 3.5.1, new Condition G are therefore incorporated into HNP Unit 1 and 2 TS 3.5.1 as new Condition E, and references to Conditions E and F are omitted. Similarly, changes identified in TSTF-423-A for ISTS 3.5.1, new Condition H are incorporated into HNP Unit I and 2 TS 3.5.1, new Condition F. The End state Completion Time for modified Conditions E and F in HNP Unit 1 and 2 TS 3.5.1 are consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.3. ISTS TS 3.6.1.6, Low-Low Set Valves. Conditions B and C (HNP TS 3.6.1.6).ISTS 3.6.1.6 Conditions A and B provide requirements for one Low-Low Set (LLS) valve inoperable.
HNP TS 3.6.16 does not include requirements for one inoperable LLS valve, and it is not being proposed to be added by this amendment request. Requirements for two or more LLS valves inoperable are provided in ISTS Condition B, and reflected in TSTF-423-A, Revision 1 as new Condition C. This new Condition C is equivalent to HNP TS 3.6.1.6 Condition A. As such, the changes identified in TSTF-423-A, Revision 1 for ISTS TS 3.6.1.6 are not applicable for HNP and are not adopted.4. ISTS TS 3.6.1.9, Main Steam Isolation Valve Leakagqe Control System.Condition C The HNP Unit I and 2 design does not include a Main Steam Isolation Valve Leakage Control System. The changes identified in TSTF-423-A, Revision I for ISTS TS 3.6.1.9 are therefore not adopted.5. ISTS TS 3.6.4.3, Standby Gas Treatment System, Conditions B and D (HNP TS 3.6.4.3. Conditions C and E)ISTS 3.6.4.3, Condition A, provides requirements when one standby gas treatment (SGT) subsystem is inoperable.
For HNP, the Unit 1 and 2 SGT Systems each consist of two fully redundant subsystems, each with its own set of dampers, charcoal filter train, and controls.
The Unit 1 and Unit 2 SOT Systems are shared between Units 1 and 2, and the SOT System on both units automatically start and operate in response to actuation signals A1-2 Attachment 1 to NL-14-1075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific verifications indicative of conditions or an accident that could require operation of the system.As a result of the ability to share the four HNP Unit 1 and Unit 2 SGT subsystems between units, additional combinations of SGT equipment inoperability are possible that are not reflected in ISTS 3.6.4.3, and the requirements in ISTS 3.6.4.3, Condition A are represented in HNP Unit 1 and 2 TS 3.6.4.3 as Conditions A and B. This difference results in renumbering of the Conditions in HNP Unit 1 and 2 TS 3.6.4.3 relative to those in TSTF-423-A.
Changes identified in TSTF-423-A, Revision 1 for ISTS 3.6.4.3, Condition B are incorporated into the HNP Unit 1 and 2 TS 3.6.4.3, Condition C. The changes identified in TSTF-423-A for ISTS 3.6.4.3, Condition 0 are incorporated into HNP TS 3.6.4.3, Condition E. The end state Completion Time for modified Conditions C and E in HNP Unit I and 2 TS 3.6.4.3 are consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.6. ISTS TS 3.7.2, Plant Service Water and Ultimate Heat Sink, Conditions C and G (HNP TS 3.6.1.6. Conditions E and G)HNP TS 3.7.2, Conditions B and 0, provide requirements when one plant service water turbine building isolation valve is inoperable in one or each plant service water (PSW) subsystem.
These Conditions reflect plant-specific features of the HNP Unit 1 and 2 design, and ISTS 3.7.2 does not include similar Conditions.
Additionally, ISTS TS 3.7.2 includes Conditions for inoperability of cooling tower fans (Condition C) and ultimate heat sink water temperature (Condition D) that are not included or necessary in the HNP Unit 1 and 2 TS due to plant-specific differences in the PSW system design.*These differences result in renumbering of the Conditions in HNP TS 3.7.2 relative to those in TSTF-423-A.
Changes identified in TSTF-423-A, Revision 1 for ISTS 3.7.2, Condition C are incorporated into HNP Unit 1 and 2 TS 3.7.5, Condition E, and plant-specific Conditions B and 0 are adopted within this Condition.
The referenced Conditions in Condition G are also renumbered to reflect these differences.
The end state Completion Time for modified Conditions E and G in HNP Unit I and 2 TS 3.7.2 are consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.7. ISTS TS 3.7.5. Control Room Air Conditioninq System. Conditions B and D (HNP TS 3.7.5. Condition 0)ISTS 3.7.5 assumes that the control room air conditioning (AC) system design consists of two 100% control room AC subsystems.
For HNP Units 1 and 2, the control room AC safety function is provided by three 50%capacity subsystems.
With one control room AC subsystem inoperable, the two remaining control room AC subsystems provide 100% of the required capacity.
With two subsystems inoperable, control room AC capability is diminished, but remains capable of providing 50% of the required capacity.This plant-specific design difference, and the historical licensing basis for HNP Units 1 and 2 are reflected in HNP Unit 1 and 2 TS 3.7.5.

- 0. The end state Completion Time for modified Conditions D in HNP Unit 1 and 2 TS 3.7.5 are consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.ISTS 3.7.5 Condition D provides actions when both (all) control room AC subsystems are inoperable.
The analogous Condition was removed from HNP Unit 1 and 2 TS 3.7.5 in license amendment 270/2 14 (ADAMS Accession No. ML14279A261), with the adoption of changes described in TSTF-477.
The changes identified in TSTF-423-A, Revision 1 for ISTS 3.7.5, Condition D are therefore not incorporated into HNP Unit 1 and 2 TS 3.7.5.8. ISTS TS 3.8.1. AC Sources -Operatingq, Condition G (HNP TS 3.8.1.Condition H)The format and content of Conditions for HNP TS 3.8.1 differs from that provided in TSTF.-423-A, Revision 1 for ISTS 3.8.1. HNP Unit I and 2 TS 3.8.1 provides an additional condition (Condition C) for inoperability of one required diesel generator (DG) on the opposite unit that does not appear in ISTS 3.8.1. HNP Unit I and 2 TS 3.8.1 also provides an add itionaJ condition (Condition G) for the situation where there are no DGs capable of providing power to any low pressure coolant injection valve load centers that does not appear in ISTS 3.8.1. Additionally, ISTS 3.8.1 includes a Condition (Condition F) for automatic load center inoperability that does not appear in HNP Unit I and 2 TS 3.8.1. These Conditions reflect plant-specific attributes of the HNP design and/or the historical HNP licensing basis.These differences result in renumbering of the Conditions in HNP TS 3.8.1 relative to those in TISTF-423-A.
Changes identified in TSTF-423-A, Revision 1 for ISTS 3.8.1, Condition G are incorporated into HNP Unit 1 and 2 TS 3.8.1, Condition H, and plant-specific Conditions C and G are adopted within this Condition.
The end state Completion Time for modified Condition H in HNP Unit I and 2 TS 3.8.1 is consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.9. ISTS TS 3.8.4, DC Sources -Operating.q Condition D (HNP TS 3.8.4, Condition 0)The structure and content of Conditions in HNP TS 3.8.4 differs from that provided in TSTF-423-A, Revision I for ISTS 3.8.4. ISTS 3.8.4, Conditions A, B, and C, provide requirements when conditions exist that render one or more DG or station service DC electrical subsystems inoperable, including battery or charger inoperability.
End state requirements are provided in ISTS 3.8.4, Condition D when the requirements of Condition A, B, or C are not met for a station service DC electrical subsystem, and in iSTS 3.8.4, Condition E when the requirements of Condition A, B, or C are not met for a DG DC electrical subsystem.
A 1-4 Attachment 1Ito NL-14-1075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific Verifications Similarly HNP TS 3.8.4, Conditions A, B, and C, provide requirements when conditions exist that render a OG or station service DC electrical subsystem inoperable.
End state requirements are provided in ISTS 3.8.4, Condition 0 when the requirements of Condition A, B, or C are not met for a station service DC electrical subsystem, and ISTS 3.8.4, Condition E provides actions when the requirements of Condition A, B, or C are not met for a DG DC electrical subsystem.
The changes identified in TSTF-423-A, Revision 1 for ISTS 3.8.1, Condition D are incorporated into HNP Unit 1 and 2 TS 3.8.1, Condition D. The end state Completion Time for modified Condition D in HNP Unit 1 and 2 TS 3.8.4 is consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.10. ISTS TS 3.8.7, Inverters
-Operatincq, Condition G The HNP Unit 1 and 2 TS do not include a specification for Inverters.
The changes identified in TSTF-423-A, Revision 1 for ISTS TS 3.8.7 are therefore not adopted.11. ISTS TS 3.8.9, Distribution Systems -Operatingq, Condition D (HNP TS 3.8.7. Condition E)The structure and content of Conditions in HNP TS 3.8.7 differs from that provided in TSTF-423-A, Revision 1 for ISTS 3.8.9. ISTS 3.8.9, Conditions A, B, and C, provide requirements when one or more AC or DC electrical power distribution subsystems is inoperable, or one or more AC vital buses is inoperable.
End state requirements are provided in ISTS 3.8.9, Condition D when the requirements of Conditions A, B, or C are not met.Similarly HNP TS 3.8.7, Conditions A, B, C, and D provide requirements when conditions exist that render a Unit 1, Unit 2, or swing bus AC or DC electrical power distribution subsystem inoperable.
End state requirements are provided in HNP TS 3.8.7, Condition E when the requirements of Condition A, B, C, or D are not met.The changes identified in TSTF-423-A, Revision 1 for ISTS 3.8.9, Condition D are incorporated into HNP Unit 1 and 2 TS 3.8.7, Condition E. The end state Completion Time for modified Condition E in HNP Unit 1 and 2 TS 3.8.7 is consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.The Regulatory Evaluation provided in Section 2.0 of the model Safety Evaluation (SE) for TSTF-423-A, Revision 1 includes a reference to 10 CER 50, Appendix A, General Design Criterion (GDC) 17, "Electric Power Systems." Although HNP Unit 2 was licensed to the requirements of 10 CFR 50, Appendix A, GDC, HNP Unit 1 was not. The HNP Unit 1 construction permit was received under the 70 general criteria identified in 32 FR 10213, published July 11, 1967 (ML043310029).
The equivalent 1967 general design criterion for 10 CFR 50, Appendix A, GDC 17 is discussed below.Al-5 Attachment 1Ito NL-14-1 075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific Verifications 10 CFR 50, Appjendix A, General Design Criteria Criterion 17, "Electric Power Systems," states: An onsite electric power system and an offsite electric power system shall be provided to permit functioning of structures, systems, and components important to safety. The safety function for each system (assuming the other system is not functioning) shall be to provide sufficient capacity and capability to assure that (1) specified acceptable fuel design limits and design conditions of the reactor coolant pressure boundary are not exceeded as a result of anticipated operational occurrences and (2) the core is cooled and containment integrity and other vital functions are maintained in the event of postulated accidents.
The onsite electric power supplies, including the batteries, and the onsite electric distribution system, shall have sufficient independence, redundancy, and testability to perform their safety functions assuming a single failure.Electric power from the transmission network to the onsite electric distribution system shall be supplied by two physically independent circuits (not necessarily on separate rights of way) designed and located so as to minimize to the extent practical the likelihood of their simultaneous failure under operating and postulated accident and environmental conditions.
A switchyard common to both circuits is acceptable.
Each of these circuits shall be designed to be available in sufficient time following a loss of all onsite alternating current power supplies and the other offsite electric power circuit, to assure that specified acceptable fuel design limits and design conditions of the reactor coolant pressure boundary are not exceeded.
One of these circuits shall be designed to be available within a few seconds following a loss-of-coolant accident to assure that core cooling, containment integrity, and other vital safety functions are maintained.
Provisions shall be included to minimize the probability of losing electric power from any of the remaining supplies as a result Of, or coincident with, the loss of power generated by the nuclear power unit, the loss of power from the transmission network, or the loss of power from the onsite electric power supplies.HNP Unit I Equivalent:
1967 GDC Criteria: 1967 GDC Criterion 24, "Emergency Power for Protection Systems," states: In the event of loss of all offsite power, sufficient alternate sources of power shall be provided to permit the required functioning of the protection systems.A1-6 Attachment 1Ito NL-1 4-1 075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific Verifications
3.0 Regqulatory
Analysis 3.1 No Si~qnificant Hazards Consideration Southern Nuclear Corporation (SNC) has evaluated the proposed changes to the TS using the criteria in 10 CFR 50.92 and has determined that the proposed changes do not involve a significant hazards consideration.
Description of Amendment Request: A change is proposed to the TS for HNP, Units I and 2, consistent with TSTF-423, Revision 1, to allow, for some systems, entry into hot shutdown rather than cold shutdown to repair equipment, if risk is assessed and managed consistent with the program in place for complying with the requirements of 10 CFR 50.65(a)(4).
Changes proposed in TSTF-423 will be made to the TS for HNP, Units 1 and 2, for selected Required Action end states.As required by 10 CER 50.91(a), the SNC analysis of the issue of no significant hazards consideration is presented below: 1. Does the proposed change involve a significant increase in the probability or consequences of an accident previously evaluated?
Response:
No The proposed change allows a change to certain required end states when the TS Completion Times for remaining in power operation will be exceeded.
Most of the requested technical specification (TS) changes are to permit an end state of hot shutdown (Mode 3) rather than an end state of cold shutdown (Mode 4) contained in the current TS. The request was limited to: (1) those end states where entry into the shutdown mode is for a short interval, (2) entry is initiated by inoperability of a single train of equipment or a restriction on-a plant operational parameter, unless otherwise stated in the applicable TS, and (3) the primary purpose is to correct the initiating condition and return to power operation as soon as is practical.
Risk insights from both the qualitative and quantitative risk assessments were used in specific TS assessments.
Such assessments are documented in Section 6 of topical report NEDC-32988-A, Revision 2, "Technical Justification to Support Risk Informed Modification to Selected Required Action End States for BWR Plants." They provide an integrated discussion of deterministic and probabilistic issues, focusing on specific TSs, which are used to support the proposed TS end state and associated restrictions.
The NRC staff finds that the risk insights support the conclusions of the specific TS assessments.
Therefore, the probability of an accident previously evaluated is A1-7 Attachment 1Ito NL-14-1 075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific Verifications not significantly increased, if at all. The consequences of an accident after adopting TSTF-423 are no different than the consequences of an accident prior to adopting TSTF-423.Therefore, the consequences of an accident previously evaluated are not significantly affected by this change. The addition of a requirement to assess and manage the risk introduced by this change will further minimize possible concerns.Therefore, the proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.
- 2. Does the proposed change create the possibility of a new or different kind of accident from any accident previously evaluated?

If risk is assessed and managed, allowing a change to certain required end states when the TS Completion Times for remaining in power operation are exceeded (i.e., entry into hot shutdown rather than cold shutdown to repair equipment) will not introduce new failure modes or effects and will not, in the absence of other unrelated failures, lead to an accident whose consequences exceed the consequences of accidents previously evaluated.
The addition of a requirement to assess and manage the risk introduced by this change and the commitment by the licensee to adhere to the guidance in TSTF-IG-05-02, "Implementation Guidance for TSTF-423, Revision 1, 'Technical Specifications End States, NEDC-32988-A,'" will further minimize possible concerns.Thus, based on the above, this change does not create the possibility of a new or different kind of accident from an accident previously evaluated.
- 3. Does the proposed change involve a significant reduction in a margin of safety?Response:
No The proposed change allows, for some systems, entry into hot shutdown rather than cold shutdown to repair equipment, if risk is assessed and managed. The Boiling Water Reactor Owners'Group's risk assessment approach is comprehensive and follows NRC staff guidance as documented in Regulatory Guides (RG)1.174 and 1.177. In addition, the analyses show that the criteria of the three-tiered approach for allowing TS changes are met. The risk impact of the proposed TS changes was assessed following the three-tiered approach recommended in RG 1.177. A risk A1-8 Attachment i to NL-14-1 075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific Verifications assessment was performed to justify the proposed TS changes.The net change to the margin of safety is insignificant.
Therefore, the proposed change does not involve a significant reduction in a margin of safety.Based upon the reasoning presented above, SNC concludes that the requested change involves no significant hazards consideration, as set forth in 10 CFR 50.92(c), "Issuance of Amendment." 3.2 Verifications, Commitments, and Additional Information Needed SNO commits to the regulatory commitments identified in Attachment 2.In addition, SNC has proposed TS Bases consistent with TSTF-423, Revision 1, which provide guidance and details on how to implement the new requirements.
Implementation of TSTF-423 requires that risk be managed and assessed, and the configuration risk management program is adequate to satisfy this requirement.
The risk assessment need not be quantified, but may be a qualitative assessment of the vulnerability of systems and components when one or more systems are not able to perform their associated function.
Finally, SNC has a Bases Control Program consistent with Section 5.5 of the Standard Technical Specifications.
4.0 Environmental
Considerations The proposed change would change a requirement with respect to installation or use of a facility component located within the restricted area, as defined in 10g CFR Part 20, and would change an inspection or surveillance requirement.
However, the proposed change does not involve significant hazards consideration, (ii) a significant change in the types or significant increase in the amounts of any effluents that may be released offsite, or (iii) a significant increase in individual or cumulative occupational radiation exposure.
Accordingly, the proposed change meets the eligibility criterion for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Therefore, pursuant to 10 CFR 51 .22(b), no environmental impact statement or environmental assessment need be prepared in connection with the proposed change.5.0 References

and Model Safety Evaluation SNC has reviewed Boiling Water Reactor (BWR) Owners' Group (BWROG)topical report (TR) NEDC-32988-A (Reference 3), TSTF-423, Revision 1 (Reference I), and the NRC staff's model safety evaluation (Reference
- 4) as part of the CLIIP. SNC has concluded that the information provided in the TR NEDC-32988 and TSTF-423, and the NRC staff's model safety evaluation are applicable to HNP Units 1 and 2 and justify this license amendment request (LAR) for incorporation of the changes to the HNP Unit 1 and 2 TS.The TSTF-423 justification references Regulatory Guide (RG) 1.182. On November 27, 2012, the NRC published a Federal Register Notice stating that RG 1.182 has been withdrawn and the subject matter has been incorporated into RG 1.160, "Monitoring the Effectiveness of Maintenance at Nuclear Power Plants." RG 1.160 endorses NUMARC 93-01, Revision 4A, dated April 2011.SNC assesses the risk of maintenance activities consistent with the guidance in RG 1.160. ISTS TS 3.4.3. Safety/Relief Valves. Conditions B and C (HNP TS 3.4.3)The content and structure of HNP TS 3.4.3 differs significantly from that for ISTS 3.4.3. As such, the changes identified in TSTF-423-A, Revision I for ISTS 3.4.3 are not suitable for adoption under the CLIIP process and are not included in this amendment request.2. ISTS TS 3.5.1. The End state Completion Time for modified Conditions E and F in HNP Unit 1 and 2 TS 3.5.1 are consistent with those evaluated in TR NEDC-32988, and provided in TSTF-423-A, Revision 1.3. Requirements for two or more LLS valves inoperable are provided in ISTS Condition B, and reflected in TSTF-423-A, Revision 1 as new Condition C. This new Condition C is equivalent to HNP TS 3.6.1.6 Condition A. As such, the changes identified in TSTF-423-A, Revision 1 for ISTS TS 3.6.1.6 are not applicable for HNP and are not adopted.4. The onsite electric power supplies, including the batteries, and the onsite electric distribution system, shall have sufficient independence, redundancy, and testability to perform their safety functions assuming a single failure.Electric power from the transmission network to the onsite electric distribution system shall be supplied by two physically independent circuits (not necessarily on separate rights of way) designed and located so as to minimize to the extent practical the likelihood of their simultaneous failure under operating and postulated accident and environmental conditions.
A switchyard common to both circuits is acceptable.
Each of these circuits shall be designed to be available in sufficient time following a loss of all onsite alternating current power supplies and the other offsite electric power circuit, to assure that specified acceptable fuel design limits and design conditions of the reactor coolant pressure boundary are not exceeded.
One of these circuits shall be designed to be available within a few seconds following a loss-of-coolant accident to assure that core cooling, containment integrity, and other vital safety functions are maintained.
Provisions shall be included to minimize the probability of losing electric power from any of the remaining supplies as a result Of, or coincident with, the loss of power generated by the nuclear power unit, the loss of power from the transmission network, or the loss of power from the onsite electric power supplies.HNP Unit I Equivalent:

3.0 Regqulatory
Analysis 3.1 No Si~qnificant Hazards Consideration Southern Nuclear Corporation (SNC) has evaluated the proposed changes to the TS using the criteria in 10 CFR 50.92 and has determined that the proposed changes do not involve a significant hazards consideration.
Description of Amendment Request: A change is proposed to the TS for HNP, Units I and 2, consistent with TSTF-423, Revision 1, to allow, for some systems, entry into hot shutdown rather than cold shutdown to repair equipment, if risk is assessed and managed consistent with the program in place for complying with the requirements of 10 CFR 50.65(a)(4).
Changes proposed in TSTF-423 will be made to the TS for HNP, Units 1 and 2, for selected Required Action end states.As required by 10 CER 50.91(a), the SNC analysis of the issue of no significant hazards consideration is presented below: 1. Does the proposed change involve a significant increase in the probability or consequences of an accident previously evaluated?
Response:
No The proposed change allows a change to certain required end states when the TS Completion Times for remaining in power operation will be exceeded.
Most of the requested technical specification (TS) changes are to permit an end state of hot shutdown (Mode 3) rather than an end state of cold shutdown (Mode 4) contained in the current TS. The request was limited to: (1) those end states where entry into the shutdown mode is for a short interval, (2) entry is initiated by inoperability of a single train of equipment or a restriction on-a plant operational parameter, unless otherwise stated in the applicable TS, and (3) the primary purpose is to correct the initiating condition and return to power operation as soon as is practical.
Risk insights from both the qualitative and quantitative risk assessments were used in specific TS assessments.
Such assessments are documented in Section 6 of topical report NEDC-32988-A, Revision 2, "Technical Justification to Support Risk Informed Modification to Selected Required Action End States for BWR Plants." They provide an integrated discussion of deterministic and probabilistic issues, focusing on specific TSs, which are used to support the proposed TS end state and associated restrictions.
The NRC staff finds that the risk insights support the conclusions of the specific TS assessments.
Therefore, the probability of an accident previously evaluated is A1-7 Attachment 1Ito NL-14-1 075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific Verifications not significantly increased, if at all. The consequences of an accident after adopting TSTF-423 are no different than the consequences of an accident prior to adopting TSTF-423.Therefore, the consequences of an accident previously evaluated are not significantly affected by this change. The addition of a requirement to assess and manage the risk introduced by this change will further minimize possible concerns.Therefore, the proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.
- 2. Does the proposed change create the possibility of a new or different kind of accident from any accident previously evaluated?
Response:
No The proposed change does not involve a physical alteration of the plant (no new or different type of equipment will be installed).
If risk is assessed and managed, allowing a change to certain required end states when the TS Completion Times for remaining in power operation are exceeded (i.e., entry into hot shutdown rather than cold shutdown to repair equipment) will not introduce new failure modes or effects and will not, in the absence of other unrelated failures, lead to an accident whose consequences exceed the consequences of accidents previously evaluated.
The addition of a requirement to assess and manage the risk introduced by this change and the commitment by the licensee to adhere to the guidance in TSTF-IG-05-02, "Implementation Guidance for TSTF-423, Revision 1, 'Technical Specifications End States, NEDC-32988-A,'" will further minimize possible concerns.Thus, based on the above, this change does not create the possibility of a new or different kind of accident from an accident previously evaluated.
- 3. Does the proposed change involve a significant reduction in a margin of safety?Response:
No The proposed change allows, for some systems, entry into hot shutdown rather than cold shutdown to repair equipment, if risk is assessed and managed. The Boiling Water Reactor Owners'Group's risk assessment approach is comprehensive and follows NRC staff guidance as documented in Regulatory Guides (RG)1.174 and 1.177. In addition, the analyses show that the criteria of the three-tiered approach for allowing TS changes are met. The risk impact of the proposed TS changes was assessed following the three-tiered approach recommended in RG 1.177. A risk A1-8 Attachment i to NL-14-1 075 Assessment of Proposed Change, Confirmation of Applicability, and Plant-Specific Verifications assessment was performed to justify the proposed TS changes.The net change to the margin of safety is insignificant.
Therefore, the proposed change does not involve a significant reduction in a margin of safety.Based upon the reasoning presented above, SNC concludes that the requested change involves no significant hazards consideration, as set forth in 10 CFR 50.92(c), "Issuance of Amendment." 3.2 Verifications, Commitments, and Additional Information Needed SNO commits to the regulatory commitments identified in Attachment 2.In addition, SNC has proposed TS Bases consistent with TSTF-423, Revision 1, which provide guidance and details on how to implement the new requirements.
Implementation of TSTF-423 requires that risk be managed and assessed, and the configuration risk management program is adequate to satisfy this requirement.
The risk assessment need not be quantified, but may be a qualitative assessment of the vulnerability of systems and components when one or more systems are not able to perform their associated function.
Finally, SNC has a Bases Control Program consistent with Section 5.5 of the Standard Technical Specifications.
4.0 Environmental
Considerations The proposed change would change a requirement with respect to installation or use of a facility component located within the restricted area, as defined in 10g CFR Part 20, and would change an inspection or surveillance requirement.
However, the proposed change does not involve significant hazards consideration, (ii) a significant change in the types or significant increase in the amounts of any effluents that may be released offsite, or (iii) a significant increase in individual or cumulative occupational radiation exposure.
Accordingly, the proposed change meets the eligibility criterion for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Therefore, pursuant to 10 CFR 51 .22(b), no environmental impact statement or environmental assessment need be prepared in connection with the proposed change.5.0 References
