EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 - CORRECTION OF AMENDMENT NOS. 319 AND 264 REGARDING REVISION TO TECHNICAL SPECIFICATIONS TO ADOPT RISK-INFORMED COMPLETION TIMES TSTF-505, REVISION 2, PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES - RITSTF INIATIVE 4b (EPID L-2021-LLA-0199)

Dear Ms. Gayheart:

On December 22, 2022, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 319 and 264 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML22297A146) to Renewed Facility Operating Licenses (RFOLs) DPR-57 and NPF-5 for the Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2, respectively.

The amendments revised Hatch, Units 1 and 2, Technical Specifications (TSs) requirements to permit the use of risk-informed completion times for actions to be taken when limiting conditions for operation are not met. The changes were based on Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 2, Provide Risk-Informed Extended Completion Times -

RITSTF Initiative 4b.

An administrative error on the part of the NRC staff was made on the attachments with the Remove and Insert TS pages. Since there were numerous editorial changes with the amendments, this caused page numberings to be changed. For Hatch, Unit 1, new TS pages 3.3-30a, 3.7-5a, and 5.0-19a are provided with revision bars indicating the line corrections. For Hatch Unit 2, TS pages 3.3-30a, 3.3-54a, 3.7-5a, 3.8-4, 3.8-5, and 5.0-19a are provided with revision bars indicating the line corrections. The administrative errors involved an improper indication that the subject TS pages were removed, when the line items for certain TS pages.,

should have ---- in the Remove column rather than the TS page numbers as these were new TS pages.

A typographical error on the part of Southern Nuclear Operating Co., Inc. (SNC) was made in the footer of Hatch, Unit 2, TS page 3.7-2, as described in a letter dated January 20, 2023 (ML23020A932). The amendment issued on December 22, 2022, for Hatch, Unit 2, TS page 3.7-2 footer read 5HATCH UNIT 2. The corrected footer would read HATCH UNIT 2.

An administrative error on the part of SNC was made on Hatch, Unit 2, TS page 3.6-8 for the first Completion Time for Required Action A.3 as described in the letter dated January 20, 2023.

The words for isolation was inadvertently omitted in the clean TS page.

By letter dated October 26, 2021 (ML21300A153), SNC requested NRC to include for isolation in Hatch, Unit 2, TS page 3.6-8 to state:

Once per 31 days following isolation for isolation devices outside primary containment Consistent with NRC staff guidance dated January 16, 1997 (ML103260096) and based on the NRCs policy established by SECY-96-238, these errors can be corrected by a letter to the licensee from the NRC staff. These changes do not affect the NRC decision approving amendment Nos. 319 and 264 and do not affect the No Significant Hazards Consideration as published in the Federal Register.

Enclosed please find (1) the corrected Hatch, Units 1 and 2, attachments with the Remove and Insert TS pages, (2) the corrected Hatch, Unit 2, TS page 3.7-2, and (3) the corrected Hatch, Unit 2, TS page 3.6-8.
