SUMMARY

OF NEETING ON OCTOBER 19, 1988 - CPSES UNIT 1 TECHNICAL SPECIFICATIONS NRC staff and representatives of TV Electric met on October 19, 1988 in Rockville, Maryland to discuss the CPSES Unit 1 Technical Specifications (TS) which are under development. The meeting notice, corrected agenda, and list of attendees are provided as Enclosures 1, 2, and 3, respectively, to this sumary.

This meeting was a follow-up to the meeting held on October 5-6, 1988.*

It focused primarily on discussion of changes to the second draft Unit 1 TS proposed by the applicant (TXX-88512 dated June 23,1988) and not covered in the previous two meetings (September 22 and October 5-6,1988).

The agenda's listing of TS changes (by their identification number from TXX-88512) included changes needing more justification, unacceptable changes.

. 1. The Comanche Peak Steam Electric Station (CPSES) Safety Evaluation Report (SER) Section 4.4.1 states the following:

"The staff will require the applicant to present an acceptable method of accomodating the thermal margin reducticn ... so that appropriato provisions may be incorporated in the Technical Specifications." The applicant should insert into the basis of the proposed Technical Speci-fications any plant-specific or generic margin that may be used to offset the reduction in departure from rucleate ooiling ratio (DNBR) caused by rod bowing and should also reference the source and staff approval of each generic margin."

The marked-up version of the Westinghouse Standard Technical Specifications (STS) submitted by TV Electric on Octcber 30, 1987 (TXX-6905) does not seem to address this SER requirement. TU Electric net.os to show that the require-ment has been incorporated into the October 30, 1987 marked-up STS or pro-pose appropriate technical specifications to meet the requirenent.

2. SER Section 4.4.1 requires that appropriate surveillance recuirements be includes its the Technical Specifications to recognize any rapid crud buildup in the reactor cere. TU Electric has not proposeo any survell-lance requirements to nitet this SER requirement and needs to provide the apprcpriate requirements.
3. Secticn 7.2.6 of Supplement !? to the SER describes how the CPSES r.cets the ceneric implications of the anticipated transient without scram (ATWS) event at the Salem Nuclear Power Plant (Generic Letter 83-28).

TU Electric modified the reactor trip system in order to meet Action Item 4.3 of the Generic Letter, Autcnatic Actiation of the Breaker Shunt Trip Attachment. That todificaticn was found to be acceptable by the staff. However, Action Item 4.3 of Generic letter 83-28 and Generic Letter 85-09 reoutre that technical specifications be proposed fer the autcratic actuation of the breaker shunt trip attachment modification.

This has not been included in the October 30, 1987 marked-up STS ard TU Electric needs .o provide the appropriete technical specifications.

4. Section 7.3.1.S of Supplement 3 to the SER stated that when a ste n generator level channel is not operable, the high stear, generator level protection channel selected for control of feedwater line isolation actuation will be placed in a hich level trip condition. This was tc be included in the Limiting Conditiens for Operation (LCO) of the plant.

TV Electric did not include this LCO in T.S. //4.3.2 of the October 30, IS67 rurked-up STS and needs to provice the apprs riate LCO.

F. SER Section 8.2.4 recuires specific Technical Specifications (LCOs),

surveillance requirerents, and trip setpoints with einimum and maximum limits for the first and second level of undervoltage protection. Neither the Octcber 1987 Fir.al Draft Cecanche Peak TS nor the October 30, 1987 earked-up STS appear to incluce these recuirements, particularly with regard to the mintntm and maximen trip setpoints. TV Electric needs to provice the apprcpriate technical specifications.

6. SER Section 8.4.3 and Branch Technical Position ICSB 18 (PSB) requires all valves requiring a power lockout in order to mect the single fatture criterion be listed in the Technical Specifications. Neither the October 1984 Final Draft Comanche Peak TS nor the October 30 marked-up ,
