Recent modifications to the Nuclear Engineering Laboratory require that the Physical Security Plan for the Iowa State University (ISU) Reactor Facility be updated. Additional changes necessitated by the impending shipment of HEU fuel are also submitted for approval. De changes are reportable under the provisions of 10 CFR 50.54(p) (2).                                                          l 4
Please find enclosed, three copies of the complete text of the Physic?! Security Plan, Update 4 in                    ,
which the changes from Update 3 have been underlined. %c changes are documented at the end of the plan on pages U8 and U9 and are divided into two groups - the first gmup involves chunges that are editorial in nature while the other involves substantive changes. None of the changes reduce the effectiveness of the Security Plan.
The changes to the plan that deal with ISU's impending H EU fuel shipment may have to be implemented prior to NRC approval of Update 4. His contingency has been discussed in a telephone conversation with Mr. Terry Madeda on September 9 and in a letter, dated September 10, to Mr. Jim Belanger. Questions may be directed to me during nonnal working hours at (515) 294 0539.
