EMERGENCY PLAN UPDATE No.1 F0r s IOWA STATE REACTOR FACILITY Dear Sirs Pluase cancel the changes to the Emergency Plan repolted in my letter dated November 21, 1989, and consider instead the list of changes submitted at this time.
l Enclosed with this letter is Update 1: August 1991 to the Emergency Plan for our facility. The updating involved changes that are reportable under the provisions of 10CFR 50.54(q).
The changes are documented in detail for insertion at the end of the Plan. The changes are divided into two groups; one involves substantive changes while the other makes improvements and corrections that are purely editorial.
In addition to the uadating effort, the entire Plan was reprinted, within the original organizat2 oral framework, to improve the readability of the Plan.
The questions raised in your letter of May 25, 1990, requesting additional information about some of the changea reported in my letter, have been I
addcensed and incorporated in this update. Two changes that were questioned earlier are discussed in detail below.
The answer, in two parts, to your question concerning the "line of succession for the individual in chargo" and the need to " describe the qualifications for LED (our designation for the individual in charge lu the Lab Emergency Director), and identify the criteria to be used... to certify the LED" is I
the followir.g The Lab Emergency Director Roster is widely distributed and lists
-individuals by name.
This practice allows immediate identification or persons to be called, for example, by the Security Dispatcher during non-working hours. The Roster is constructed following the line of succession, by position title, described in updated paragraph 3.2.a.
When the Emergency Preparedness Coordinator (EPC) certifies that individuals are qualified to serve as the IID, he/sho is verifying that j

Health & Safety Department. This requires no subjective judgement by the EPC, simply that the individuals are employed to fill the positions named in updated paragraph 3.2.a.
The answer to your question, "Please describe how this change
('...
the schedule for testing and calibration of survey meters, flashlights, etc., was changed from semi-annual to annual') does not decrease the effectiveness of the Emergency Plan", is the following:
The cali.tation interval for survey meters was changed to the same interval that is authorized by the State of Iowa in the broad license issued to Iowa State University. Also, we cite the calibration interval recommended on page 11 of Regulatory Guide 10.9: "In ordt.r to perform adequate surveys, instruments must be operable and calibrated with an appropriate radiation source. State that the instrument will (2) be calibrated at least annually and after servicing (othet than a simple battery exchange)". We believe that the change in survey meter calibration interval does not decrease the effectiveness of the Emergency Plan since a once-per-year calibration frequency for sucvey metere is recommended in a kegulatory Guide and is permitted in the University's broad license.
The testing of flashlights coatinues on a semiannual schedule Our Reactor Use Committee has reviewed and approved these changes and concludes that none of the changes reduces the effectiveness of the Emergency Plan.
