By letter dated April 30, 2015 (Agencywide Document Access and Management System (ADAMS) Accession No. ML15126A117), Duke Energy Progress, Inc. (Duke Energy), submitted a request, in accordance with 10 CFR 50.90 and 10 CFR 50, Appendix E, "Emergency Planning and Preparedness for Production and Utilization Facilities," Section IV.B, for approval of a proposed change in the Emergency Action Levels (EALs) used at the Shearon Harris Nuclear Plant (HNP), Unit 1. Duke Energy is proposing to change the EALs from a scheme based upon Revision 5 of NEI 99-01, "Methodology for Development of Emergency Action Levels," to one based upon Revision 6 of NEI 99-01, "Development of Emergency Action Levels for Non-Passive Reactors." The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. By letter dated April 30, 2015 (Agencywide Document Access and Management System (ADAMS) Accession No. ML15126A117), Duke Energy Progress, Inc.
