DatarejectionbasedupontheChauvenetcriterionmaybeutilizedintheanalysis,ifrequired.Dataevaluationsareenhancedbytheflexibledisplayofeithersensorvariablesorvariouscomputedvaluesintabularorgraphicalformonthecomputerterminal.Dataisrecordedontapetopreventlossduringthetesting.Alldataisstoredonthecomputersystemsinusewithretrievalcapabilitytoanydesireddatabasethroughoutthetesting.Temperature,pressureandhumiditydataareenteredinteractivelyviathecomputerterminalat15~inuteintervals.Computerverificationandcheckingroutinessupplementdataverificationbythedataacquisitionteam.Modificationsarepromptlymadewhenerrorsaredetected.Priortoissuanceofthisreport,furtherextensivedataverificationwasperformed.DescritionoftheTestiSeuenceOnNovember24,1982aninspectionofthecontainmentvesseland.internalcomponentswasmadetopreparethecontainmentforpressurization.,.ILRTinstrumentationresponsechecksweremadetoensureproperoperationofallsensorsandassociatedequipment.ThesesensorresponsechecksdeterminedthatRHD2andRTD16weredefectiveanddeletedfromthecomputeralculations.Penetration67,valveV-25-20ontheContainmentVacuumReliefSystemwasblankedofffortheILRTduetoexcessiveleakageonthevalvedeterminedduringLLRTtesting.Thecontainmentwasdeclaredreadyforpressurizationandtheaircompressorsstartedon2050hoursonNovember24,1982.ThesequenceofpressuretestingforthecontainmentisgraphicallydepictedonFigure5.At2255containmentpressurizationwassecuredat5.4psigtoallowforthelowpressuresolutionfilmtestportionoftheCB&Ioverloadtestsequence.Duringthesolutionfilmtest,ILRTleaksurveyteamsfoundandrepairedminorleaksontwocontainmentpressuretransmitterscausedbyincompleteconstructiononthesystem.TheleaksurveyteamsfoundevidenceofleakageonaninboardcontainmentisolationvalveontheContainmentProcessRadiationMonitoringSystem.Acontainmententrywasmadeand.valveFCV-26-1wasfoundopenwithairtothepneumaticoperatorisolated.Theclosingspringonthevalvewassuspectedtobebrokenormissingandthevalvewasclosedpneumaticallywithatemporarycompressedairbottle.Thetemporaryairbottlewasremovedandthecontainmententrywascompleted.

)4~M I.INTRODUCTIONAseriesoftwopreoperationalType"A"IntegratedLeakageRateTests(ILRT)wereperformedontheprimarycontainmentstructureoftheFloridaPower&LightCompanyStLuciePlantUnitNo.2PressurizedWaterReactor.TheseILRTtestswereperformedinconjunctionwiththeASMESectionIII,ClassMC,ContainmentOverloadTest.TheILRTtestswereperformedusingthe"AbsoluteMethod"oftestinginaccordancewiththeCodeofFederalRegulations,Title10,Part50,AppendixJ-'PrimaryReactorContainmentLeakageTestingforWater-CooledPowerReactors;andinaccordancewithANSIN45.4-1972,AmericanNationalStandard-Leakage-RateTestingofContainmentStructuresforNuclearReactors.ThefirstILRTtestwasperformedatacontainmentpressureequivalenttoone-halfofthepeakaccidentinternalpressure.Thepurposeofthistestwastoobtainameasuredleakageratetobeusedindeterminingtheacceptancecriteriashouldareducedpressureperiodicleakagerateprogrambeelectedforfuturetesting.ThesecondILRTtestwasperformedatapressureinexcessofthecalculatedpeakcontainmentinternalpressurerelatedtothedesignbasisaccidentandspecifiedintheFinalSafetyAnalysisReport(FSAR)andtheTechnicalSpecifications.~~ThisreportdescribesandpresentstheresultsofthesepreoperationalType"A"leakageratetests,includingthesupplementaltestmethodutilizedforverification.

II.SUMMARYTopreparethecontainmentandassociatedsystemspenetratingthecontainmentfortheType"A"ILRT,Type"B"LocalPenetrationleakageratetestsandType"C"LocalContainmentIsolationValveleakageratetestswereperformed.TheseType"B"andType"C"tests,collectivelycalledLocalLeakageRateTesting(LLRT),aredescribedinSection6.2oftheFSAR.Onecontainmentisolat'ionvalveexhibitinghighleakage,I-V-25-20,couldnotberepairedpriortotheILRTandwasblankedforthetest.Thisvalveisatwenty-fourinchcheckvalveinstalledintheVacuumReliefSystem.PriortopressurizationofthecontainmentvesselallcontainmentsystemsandisolationvalveswerelineduptosimulateaccidentconditionsasdescribedinSection6.2oftheFSAR.PressurizationofthecontainmentvesselwasperformedtosupporttheContainmentOverloadTestsequenceasdefinedbyChicagoBridge6IronCompany(CB&I)thecontainmentvesselsupplier.Thistestsequencewasperformedas,specifiedbytheASME,Code,SectionIIIforClassMCVesselsandincludedsolutionfilmtestsforweldedjointsandpressurizationofthecontainmentto,theoverloadtestpressureof50psig.Duringthehighpressuresolutionfilmtest,ILRTleaksurveyteamsfoundexcessiveleakagethrough3/8inchsolenoidvalve2I-SE-05-lEandblankedthevalve.ThisvalveistheoutboardContainmentIsolationValvefortheSafetyInjectionTankSamplesystem.Thecontainmentvesselwasdepressurizedto23psigtoallowperformanceofthelowpressureILRT.Afteranextendedcontainmentatmospherestabilizationperiod,containmentleakageratedatawasacquiredforatwenty-fourhourperiod.Thesimplemasspointleakageratewascalculatedas-0.006%/day.Thefittedmasspointleakagerateforthesameperiodwas-0.010%/daywithanupperconfidencelevel(UCL)calculatedas-0.009%/day.TheacceptancecriteriaforthelowpressureILRTisthatmeasuredleakageplusuncertaintiesbelessthan.265%/day(.75timesthelowpressuredesignleakage).ThesupplementaryverificationControlledLeakageRateTest(CLRT)resultsverifiedthemeasuredleakagewithintheallowableacceptanceband.Thecontainmentwasthenrepressurizedtoslightlyabove44psig'toallowperformanceofthehighpressureILRT.Thecontainmentatmospherewasallowedtostabilizeandtheaccumulationofcontainmentleakageratedatawasinitiated.Theperiodofdataacquisitionwasextendedbeyondtwenty-fourhoursduetoapowerfailureon"theILRTtestinstrumentation.Thesimplemasspointleakageratewascalculatedas0.026%/day.Thefittedmasspointleakagerateforthesameperiodwas0.024%/daywithaUCLcalculatedas0.026%/day.TheacceptancecriteriaforthehighpressureILRTisthatmeasuredleakageplusuncertaintiesbelessthan0.375%/day(.75timesthe~~containmentdesignleakage).ThehighpressureCLRTresultsverifiedthemeasuredleakagewithintheallowableacceptanceband.

SubsequenttotheILRT,repairsandLLRTmeasurementsweremadeonthetwopenetrationswhichwereblankedduringtheILRT.Theas-leftleakagevaluesforthesevalveswereaddedtotheILRTmeasuredleakage.Thelocalleakagesmeasuredforthesevalveswerelessthan0.00003%/dayand,therefore,nondetectablecomparedtotheresultsquotedabove.LLRTmeasurementswerealsoperformedonthethreepipingpenetrationswhichwereinserviceduringtheILRT.Thelocalleakagesmeasuredforthesevalveswerelessthan0.00002percent/dayand,therefore,nondetectablecomparedtotheILRTresultsquotedabove.

III.TESTDISCUSSIONA.DescritionoftheContainmentThecontainmentvesselcompletelyenclosestheentirereactorandreactorcoolantsystemtoensurenoleakageofradioactivematerialstotheenvironmentintheunlikelyeventofalossofcoolantaccident.Thecontainmentsystemdesignincorporatesafree-standingcontainmentvesselsurroundedbyalowleakageconcreteshieldbuilding.Afour-footannularspaceisprovidedbetweentheouterwallofthecontainmentvesselandtheinnerwalloftheshieldbuildingtoallowfiltrationofcontainmentvesselleakageduringaccidentconditionstominimizeoff-sitedoses.Thefree-standingcontainmentvesselisatwo-inchthickrightcircularcylinderwithaone-inchthickhemisphericaldomeandtwo-inchthickellipsoidalbottom.Theoverallvesseldimensionsare140-footdiameterby232-foothigh.Thevesselwallthicknessisincreasedtoaminimumoffourinchesadjacenttoallpenetrationsandopenings.Thevesselisfabricatedof.ASME-SA516Grade70fullykilledpressurevesselqualitysteelplate.Thenetfreevolumeofthecontainmentvesselis2.5x10cubicfeet.6Thecontainmentvesselstructureincludesonepersonnelairlock,oneemergencyescapelock,onefueltransfertube,oneequipmentmaintenancehatchandoneseal-weldedconstructionhatch.Allprocesspipingandelectricalpenetrationsareweldeddirectlytothecontainmentvesselnozzleswiththe~exceptionofthemainsteam,mainfeedwaterandfueltransfertubepenetrations.Thesepenetrationsareprovidedwithtestablemultipleplyexpansionbellowstoallowforthermalgrowthorbuildingdifferentialmotion.ThecontainmentvesselisdesignedandconstructedinaccordancewiththerequirementsforClassMCvesselscontainedinSectionIIIoftheASMEcode.Thecontainmentvesseliscodestampedforadesigninternalcontainmentpressureof44psigatatemperatureof264'F.Thecontainmentvesselandallpenetrationsaredesignedtolimitleakagetolessthan0.5percentbyweightofthecontainedairperdayattheabovedesignconditions.ThecalculatedpeakaccidentpressureforthedesignbasisaccidentfortheStLuciePlantUnitNo.2is43.4psig.B.DescritionofILRTTestInstrumentationThecontainmentsystemwasequippedwithinstrumentationtopermitleakageratedeterminationbythe"absolutemethod."Utilizingthismethod,theactualmassofdryairwithinthecontainmentiscalculated.Theleakage atebecomesthetimerateofchangeofthisvalue.Themassofair(Q)iscalculatedaccordingtothePerfectGasLawasfollows:(P-Pv)VRTwhere:P-ContainmentTotalAbsolutePressurePv-ContainmentWaterVaporPressureV-ContainmentNetFreeVolumeR-GasConstantT-ContainmentAbsoluteTemperatureTheprimarymeasurementvariablesrequiredarecontainmentabsolutepressure,containmentrelativehumidityandcontainmenttemperatureasafunctionoftime.Duringthesupplementaryverificationtest,containmentbleed-offflowisalsorecorded.TheInstrumentSelectionGuideorISGisusedtodeterminetheabilityoftheinstrumentationsystemtomeasuretheleakagerate.ThecalculatedISGforthistestmetallacceptancecriteriaforalltestinstrumentationsystems.1.TemeratureInstrumentationFortyprecisionResistanceTemperatureDetectors(RTDs)werelocatedthroughoutthecontainmenttoallowmeasurementofthevolumetricallyweightedaverageairtemperature.ThelocationofthetemperaturedetectorsnthecontainmentisdepictedinFigure1.EachRTDsensorwassuppliedwithcalibratedresistancevstemperaturecurveaccurateto+O.loF.ThesensitivityandrepeatabilityofeachRTDsensorislessthan+0.01oF.ThesignalconditioningcircuitandreadoutfortheRTDsensorswas,aLGN914Numatrondigitalmeter.Thesignalconditioningcircuitandreadoutwerecalibratedtoatotalloopaccuracyof+0.3oF.ThesignalconditioningcircuitandreadoutoperatingasatotalloopwithanRTDinthecircuithadarepeatabilityof+0.OlF,asensitivityof+0.01oFandaresolutionof+0.0loF.2.HumiditInstrumentationTenResistanceHumidityDetectors(RHDs)werelocatedthroughoutthecontainmenttoallowmeasurementofthevolumetricallyweightedaveragecontainmentvaporpressure.ThelocationoftheRHDsinthecontainmentisdepictedinFigure2.ThecalibratedaccuracyoftheRHDsis+2.5percentRH,therepeatabilityoftheRHDsis+0.25percentRHandthesensitivityoftheRHDsis+0.1percentRH.ThereadoutdeviceusedfortheRHDswasaFluke2240Cdatalogger.Therepeatabilityofthisdeviceis+0.01percentRHwhiletheresolutionofthedeviceis+0.01percentRH.3.PressureInstrumentationTwoprecisionquartzbourdontubemanometerswereusedtodeterminecontainmentabsolutepressure.ThearrangementofthetubingconnectionsbetweenthemanometersandthecontainmentisshowninFigure3.Eithermanometercouldbeusedastheprimarypressuresensorforleakagerate alculationswiththeremainingsensorbeingconsideredasabackup.Thecalibratedaccuracyofthemanometersis+0.015percentofreadingor+.009psiforthehighpressuretest.Thesensitivity,repeatabilityandresolutionofthemanometersis+0.001psi.4.FlowInstrumentationTwovariableareafloat-typerotameterswereusedtosuperimposeleakageduringthesupplementaryCLRT.ThepipingconnectionbetweentherotametersandthecontainmentisshowninFigure3.Oneoftherotameterswascalibratedforthelowpressuretestandtheotherrotameterwascalibratedforthefullpressuretest.Theaccuracy,repeatabilityandsensitivityforthetworotametersinunitsofSCFMandconvertedtoequivalentleakagevaluesisgivenbelow:EquivalentLowPressureRotameterAccuracy+0.12+0.0028%/dayRepeatability+0.03+0.0007%/daySensitivityHighPressureRotameterAccuracy+0~03+0~0007%/day+0.20+0.0029%/dayRepeatability+0,05+0.0007%/daySensitivity+0.05+0.0007%/dayC.ContainmentPressurizationEuimentTheequipmentusedtopressurizethecontainmentisshowninFigure4.Thenineoil-freeindustrialdieseldrivenaircompressorshadatotalnominalcapacityof10,000ACFM.ThecompressedairwasthenroutedtotheFP&LILRTdryertrailerforprocessingpriortoenteringthecontainmentvessel.Thistrailercontainedwatercooledaftercoolers,moistureseparators,deliquescentoilfilters,refrigerantairdryersandafinalpostfilter.Thisequipmentassuredthatcleananddryairwasusedtopressurizethecontainment.D.DescritionoftheComuterProramTheEbascoILRTcomputerprogramisaninteractiveFortranIVprogramwrittenspecificallyforfast,easyutilizationduringallphasesoftheILRTandCLRT.Dataentryandmodifications,ifnecessary,arereadilyaccomplishedbythedataacquisitionteam.Inadditiontoextensivedataverificationroutines,theprogramcalculates,ondemand,totaltimeandmasspointleakratesaswellasthe95percentUpperConfidenceLevelfortheseleakageratecalculations.

DatarejectionbasedupontheChauvenetcriterionmaybeutilizedintheanalysis,ifrequired.Dataevaluationsareenhancedbytheflexibledisplayofeithersensorvariablesorvariouscomputedvaluesintabularorgraphicalformonthecomputerterminal.Dataisrecordedontapetopreventlossduringthetesting.Alldataisstoredonthecomputersystemsinusewithretrievalcapabilitytoanydesireddatabasethroughoutthetesting.Temperature,pressureandhumiditydataareenteredinteractivelyviathecomputerterminalat15~inuteintervals.Computerverificationandcheckingroutinessupplementdataverificationbythedataacquisitionteam.Modificationsarepromptlymadewhenerrorsaredetected.Priortoissuanceofthisreport,furtherextensivedataverificationwasperformed.DescritionoftheTestiSeuenceOnNovember24,1982aninspectionofthecontainmentvesseland.internalcomponentswasmadetopreparethecontainmentforpressurization.,.ILRTinstrumentationresponsechecksweremadetoensureproperoperationofallsensorsandassociatedequipment.ThesesensorresponsechecksdeterminedthatRHD2andRTD16weredefectiveanddeletedfromthecomputeralculations.Penetration67,valveV-25-20ontheContainmentVacuumReliefSystemwasblankedofffortheILRTduetoexcessiveleakageonthevalvedeterminedduringLLRTtesting.Thecontainmentwasdeclaredreadyforpressurizationandtheaircompressorsstartedon2050hoursonNovember24,1982.ThesequenceofpressuretestingforthecontainmentisgraphicallydepictedonFigure5.At2255containmentpressurizationwassecuredat5.4psigtoallowforthelowpressuresolutionfilmtestportionoftheCB&Ioverloadtestsequence.Duringthesolutionfilmtest,ILRTleaksurveyteamsfoundandrepairedminorleaksontwocontainmentpressuretransmitterscausedbyincompleteconstructiononthesystem.TheleaksurveyteamsfoundevidenceofleakageonaninboardcontainmentisolationvalveontheContainmentProcessRadiationMonitoringSystem.Acontainmententrywasmadeand.valveFCV-26-1wasfoundopenwithairtothepneumaticoperatorisolated.Theclosingspringonthevalvewassuspectedtobebrokenormissingandthevalvewasclosedpneumaticallywithatemporarycompressedairbottle.Thetemporaryairbottlewasremovedandthecontainmententrywascompleted.

At1313hoursonNovember25,1982,aftersuccessfulcompletionoftheLowPressureSolutionFilmTest,containmentpressurizationtothenextplateauwasinitiated.At1500hours,containmentpressurizationwassecuredat10.5psiginternalpressure.DuetoCB&ICompanysafetyrequirementsforinitialcontainmentpressurization,1psiwasbledfromcontainmentpriortopersonnelaccess.This1psidepressurizationwascompleteat1805hours.Aninternalcontainmentinspectionwasmadeforthepurposeofdetectingcontainmentleakageorevidenceofinternalpressure-inducedstructuraldeformation.Noevidenceofleakageordamagewasfoundduringtheinternalcontainmentinspection.FollowingmaintenanceonthecontainmentILRTpressurizationequipment,pressurizationofthecontainmenttothenexttestplateauwasinitiatedat0140hoursonNovember26,1982.At22psigcontainmentinternalpressure,abriefhaltinthecontainmentpressurizationwasmadetoallowpreoperationaltestingoftheContainmentVentilationsystem.ThistestverifiesoperationoftheContainmentFanCoolersattheequivalentairdensitytothesteam-airmixture;presentinthecontainmentinpost-accidentsituations.TheContainmentVentilationSystemoperatedsuccessfullyandmetalldesignrequirements.Pressurizationofthecontainmentvesselabove22psigwasinitiatedat600hours.Thepressurizationwasmadein5psistepswithanominalfive-minuteholdateachstepinaccordancewiththeCB&Ioverloadtestprocedure.The50psigoverloadtestplateauwasachievedat1520onNovember26,1982.Testpressurewasmaintainedforone-hourinaccordancewiththeCB&Ioverloadtestprocedure.Depressurizationofthecontainmenttothe44psigHighPressureSolutionFilmTestplateauwasinitiatedat1623hours.TheILRTleaksurveyteamsweredeployedduringthehighpressureSolutionFilmTestplateau.TheteamsfoundtheSafetyInjectionTanksamplelineisolationValve2I-SE-05-1E,leakingexcessivelyandblankedoffthepenetrationusingacap.TheHighPressureSolutionFilmTestwassuccessfullycompletedat44psigconcludingtheCB&IoverloadtestprocedureandASMESectionIIItesting.DepressurizationtotheLowPressureILRTplateauwasinitiatedat0855hoursonNovember27,1982.Thetestplateauwasreachedat1602hoursatapressureof22.9psig.Thispressureis1.2psiabovetherequiredminimumpressureforthelowpressureILRT.AnalysisoftheILRTinstrumentationrequireddeletionofRTD-31fromthecomputerprogramdatabase.AnextendedcontainmentatmospherestabilizationperiodpriortotheILRTwascompletedat2330hoursonNovember27,1982.Twenty-fourhours fILRTdatawereaccumulatedshowingstabledatawithaslightlynegativeleakagerate.Fittedmasspointleakageratefortheprimarypressuresensorindicated-0.016%/dayleakagewhiledatausingthebackupsensorindicatedafittedmasspointleakageof-0.010%/daywitha95percentUpperConfidenceLevel(UCL)calculatedat-0.009%/day.Thesimplemasspointleakageratewascalculatedas-0.006%/day.Thebackupsensordatawasselectedduetothreebaddatapointsontheprimarysensorcausedbyjarringofthedevicewhileroutingtemporarytubinginthevicinity.ThelowpressureILRTwasconsideredcompleteat2330hoursonNovember28,1982.TheSupplementalVerificationControlledLeakageRateTest(CLRT)wasinitiatedbysuperimposingableed-offflowof11.22SCFM,equivalenttoasuperimposedleakageof0.251X/day.Afterallowingforaone-hourstabilizationperiod,CLRTdatatakingwasinitiatedat0045hoursonNovember29,1982.Afterfourandone-quarterhoursofdatataking,thesuperimposedflowwassecured.ThefittedmasspointleakageratefortheCLRTwas0.260X/day,wellwithintheacceptancecriteria.Pressurizationtofullpressurewasinitiatedat0522onNovember29,1982withthetargetpressureof45.7psigachievedat1249hours.Thispressureis2.3psiabovetherequiredtestpressureof43.4psigtoaccountfortheexpectedpressuredecreaseduetotemperaturestabilization.Afterafive-hourstabilizationperiod,ILRTdatatakingwasinitiated.Aftertwelvendone-halfhoursofstableleakageratedata,apowersurge/failuretotheLRTRTDinstrumentationreadoutoccurredcausingatransientinthedata.Thedatastabilizedat1215hoursonNovember30,1982withanoffsetnoticeablefromtheoriginaldata.Atthatpoint,datatakingforthe.twenty-fourhourtestwasreinitiatedwithstabledataapparent.Attheendofthetwenty-fourhoursthefittedmasspointleakageratewasindicatedas0.024%/daywithaUCLof0.026%/day.Simplemasspointleakageratewascalculatedas0.026%/day.~ThesupplementalhighpressureCLRTwasinitiatedbysuperimposingableed-offflowof18.66SCFM,equivalenttoasuperimposedleakageof0.267%/day.Afterallowingforaone-hourstabilizationperiod,CLRTdatatakingwasinitiatedat1330hoursonDecember1,1982.Afterfourandone-quarterhoursofstabledata,thesuperimposedflowwassecured.ThefittedmasspointleakageratefortheCLRTwas0.279X/day,wellwithintheacceptancecriteria.Containmentdepressurizationwasinitiatedat1801hoursonDecember1,1982.At2055hours,depressurizationwashaltedforslightlyoveronehourtoallowmovementofatruckcarryingnewfuelpastthepointwherecontainmentairwasbeingdischarged.At1325hoursonDecember2,1982thecontainmentwasatatmosphericpressureandapost-testinternalinspectionwasmade.Theinternalinspectionshowednoevidenceofstructuraldeformationorequipmentdamageotherthantwoorthreebrokenlightbulbs.

SubsequenttotheILRT,theRTDinstrumentationreadoutwasplacedinapost-testcalibration.ItwasnotedthatashifthadoccurredonthedevicewhichwasidenticaltotheshiftnotedduringtheILRT.Theshiftwaswithinthecalibrationaccuracyrequirementsforthedeviceandallotheraspectsofthereadoutweresatisfactory.Thereadoutwasconsideredoperableandthedatatakenwiththedeviceconsideredsatisfactory.InspectionsandrepairsweremadeonthreeprocesspipingpenetrationsfollowingtheILRTperiod.IncludedwerevalvesV-25-20(CONTAINMENTVACUUMRELIEFSYSTEM)and2I-SE-05-1Athrough2I-SE-05-1E(SAFETYINJECTIONTANKSAMPLESYSTEM)whichexhibitedhighleakageandthepenetrationswereblankedeitherpriortoorduringtheILRTperiod.Post-repairLLRTtestswereperformedwithnondetectableleakageresulting.ValveFCV-26-1(CONTAINMENTPROCESSRADIATIONMONITORINGSYSTEM),whichwasfoundstuckopenduringtheILRT,wasinspectedandadjustedbythevendor.SubsequentfunctionaltestsandanLLRTtestwereperformedwithnondetectableleakageresults.ThethreepenetrationswhichwereinuseduringtheILRTweresubjectedtoLLRTtestswithnondetectableleakageresulting.

IV.ANALYSISANDINTERPRETATIONTheAS1KCodeContainmentOverloadTestandInteg'ratedLeakageRateTestswereperformedasaportionofthePreoperationalTestProgramfortheStLuciePlantUnitNo.2containmentbetweenNovember24,1982andDecember1,1982.DescriptionoftheContainmentOverloadTesttofulfillASMESectionIIIrequirementsiscoveredelsewhere.AsuccessfulreducedpressureandpeakpressureILRTprogramwasconductedwiththefinalmeasuredleakagerateatpeakpressurereportedas0.024percentperday.The95percentUpperConfidenceLevelforthismeasurementwas0.026percentperday.Theacceptancecriteriaforthistestis0.375percentperdayor75percentofthecontainmentdesignleakage.Thefirstsectionofthelow-pressureILRTtestplateauwascontainmentatmospherestabilization.AsshowninAppendixA.l,temperaturestabilizationcriteriaof0.5F/hrrateofchangedifferencebetweenthelasthourandthelastfourhourswasmetin4.25hours.Theatmospherestabilizationwasextendedforanother3hourstoassureadequatemixingofthecontainme'ntairfollowingdepressurization.TheILRTmeasurementsweretakenfora24-hourperiodandarepresentedinAppendixA.2.TheInstrumentSelectionGuide(ISG)wascalculatedtobe0.00467rcentperdaypriortotheReducedPressureILRTandcalculatedtobe0476percentperdayafterthetest.TheISGlimitwas0.25xLa(0.25x.354percentperday)or0.0885percentperday.Thedifferencebetweenthepre-andpost-testISGcalculationswasduetothedeletionofhumiditysensornumber2,temperaturesensornumber16andtemperaturesensornumber31.TheReducedPressureTestresultsyielda-0.010percentperdayfittedImasspointleakageratewitha-0.009percentperdayUpperConfidenceLevel.Thesimplemasspointleakageratewascalculatedas-0.006percent'erday.ThenegativemeasuredleakageduringtheReducedPressureTestwascausedbyacombinationoffactors.First,thepredictedmaximumprobabletemperatureerrorwas0.00158F;however,thecalculatedmaxim'umprobabletemperatureerrorbasedonactualtestdatawas0.016F.Thiswasduetothemanualacquisitionoftemperaturedata.Second,theactualcontainmentleakagewassosmallthatslightdatatakingerrorspreventedanaccuratemeasurementandessentiallymaskedthetrueleakagerate.Givenanear'eroleakage,theprobabilityofameasuredleakageyieldinganegativeresultdoesexist.Duringthistestthetemperaturedatacreatedahigherthannormal,butacceptable,maximumprobabletemperatureerror.Thisinfluencedthemasspointcalculationsjustenoughtocauseaslightnegativeslope.Todemonstratejusthowsmallthisinfluencewas,ifthecalculatedmeantemperatureforthelastsamplewasonly31thousandthsofdegreehigher,theresultanttotaltimeleakagewouldhavebeenpositive.Revision1(2!25/83)

(Thelikelihoodof"outgassing"beingacontributortothenegativeleakageisnotsupportedbytheeventsandfactssurroundingtheReducedPressureTest."Outgassing"wouldcreateaparabolicimageinthecontainmentmassplotwhereasthelatterpartofthemassplotswouldshowatrendinthedirectionoflowermasspoints.ThisisbecausethetimespentatahighercontainmentpressurepriortoreducingtoalowercontainmentpressurefoxthetestwasrelativelyshortcomparedtotheILRT.If"outgassing"wereafactor,itsurelywouldbeindicatedwithamasspointtrendchangewithinthe24hourtestperiod.AppendixA.2showsthatthemasspointsmaintainedasteadydirectionwithnodecreasingtrend.AppendixA.2showsintabularandgraphicformthesensorvaluesandtheresultantcalculations.Theplotentitled,"ContainmentAirMasses"showsthenegativeslopedtrendofairmasswithaslightincreasein"scatter"attheendofthetest.Again,thereisnoparabolictrendindicatingthepossibilityof"outgassing".Theplotentitled,"ComputedLeakRates"presentstherelationshipofsimplemasspoint(totaltime)calculationswithfittedmasspointcalculations.Theplotentitled,"ComputedLeakRateRelativetoLimits"providestherelationshipofmeasuredleakageandUCL(95percentUpperConfidenceLimit)withacceptancecriteria.TheremainingplotsinAppendixA.2showtemperature,pressureandvaporpressuredata.Basedupontheabovediscussions,theissueofanegativeleakagerateuringthelowpressureILRTisresolvedsatisfactorilytoFloridaPowerandLightCompany.FollowingtheReducedPressureILRT,themeasuredleakageof-0.010percentperdaywasverifiedbyaControlledLeakageRateTest(CLRT)whichimposedacalibratedleakageof11.22SCFMwhichequatesto0.251percentperdayleakage.ThemeasuredresultsoftheCLRTfellwellwithinthecriteriabandof0.153percentperdayand0.330percentperdayandverifiedtheReducedPressureILRTmeasuredresults.TheformulationofthiscriteriabandisdiscussedinAppendixA.3followedbytheCLRTtablesandplots.ThePeakPressureILRTmetthetemperaturestabilizationcriteriain4.25hours.AgraphicandtabulatedpresentationofthetemperaturestabilizationisshowninAppendixB.l.Initially,theILRTbeganat1745hoursNovember29,1982.AtemperaturetransientorshiftthenoccurredadaylaternecessitatingarestartofthemainportionoftheILRT.ThePeakPressureILRTcontinueduntil24hoursofdataand97sampleswereusedasabasisfortheleakageratecalculations.TheISGwascalculatedtobe0.00265percentperdaypriortothetestandcalculatedtobe0.00270percentperdayafterthetest.TheISGlimitis0.25xLa(0.25x0.5)or0.125percentperday.Thedifferencebetweenthepre-andpost-testISGcalculationsisduetothedeletionofhumiditysensornumber2,temperaturesensornumber16andtemperaturesensornumber31.
