Enclosure 2020Annual    Environmental  Operating Report I.      INTRODUCTION Palo Verde      Nuclear  Generating    Station  (PVNGS)    islocated    inMaricopa County,    Arizona,    approximately 50 miles      westofthePhoenix        metropolitan area The PVNGS site          comprises    approximately    4,250acres.        Site elevations range  from 890 feet      above meansealevel        atthesouthern      boundary      to1,030 feet  abovemean sealevel        atthenorthern      boundary.      Thestation    consists  of three  pressurized    water reactor    electrical generating    units. Units  1,2,and3 havea rated      thermal  power of3,990      MW.
Arizona    Public  Service (APS) Company wasissued            lowpoweroperating licenses  NPF-34,    NPF-46 and NPF-65 for      Units  1,2,and3 bytheUnited States    Nuclear    Regulatory Commission        (NRC)  on December        31,1984, December      9,1985,    andMarch 25, 1987,respectively. APSwasissued                    full poweroperating        licensesNPF-41,    NPF-51  andNPF-74forUnits            1,2,and3 on June1,1985,        April 24,1986,  and November        25,1987,respectively.          These licenses  wererenewed      onApril    21, 2011 Appendix    B tothese    operating  licensesis entitled theEnvironmental Protection    Plan  (Non-Radiological)      Theenvironmental        protection    plans  (EPP) for eachofthecurrent        operating    licenses  are identical Thepurpose        oftheEPPistoprovide        for theprotection      ofenvironmental values    during    theconstruction    andoperation    ofthe nuclear facility. The principal  objectives    oftheEPPareasfollows:
(1) Verify        that thestation  isoperated      inanenvironmentally        acceptable manner,    asestablished  bythefinal      environmental    statement      (FES) andother      NRCenvironmental      impact  assessments.
(2) Coordinate          NRCrequirements      andmaintain      consistency    withother federal,    state  andlocal  requirements      forenvironmental      protection.
(3) KeeptheNRCinformed              oftheenvironmental          effects  offacility construction    andoperation    andactions    taken    tocontrol  those    effects.
This  Annual    Environmental  Operating      Report  isrequired    bySection      5.4.1  of theEPPwhich        isAppendix  B oftherespective      renewed    operating    licenses.
This  report  describes  theactivities  related  tothePVNGSEPPduring              the2020 calendar    year. Forpurposes  ofthis  report,  references    totheEPPare considered      tobetheEPPofNPF-41,          NPF-51,  andNPF-74.

ENVIRONMENTAL              MONITORINGSUMMARIESANDANALYSIS A.      Cultural    Resources Section  4.2.1    oftheEPPrequires          thatanarchaeological        survey    beperformed whenfinal      alignment      ofthePVNGS-to-Saguaro transmission                lineis completed. As ofthedate            ofthis    report, plans  forthis    transmission      line have beenindefinitely suspended              Therefore,  there  hasbeennoactivity            with regard  tothis    requirement    oftheEPP.
B.      Terrestrial      Ecology  Monitoring Section  4.2.2    oftheEPPstates that        APSwill  implement      a salt  deposition  and impact  monitoring        program as communicated        ina letter    totheNRCdated December      30,1991(Reference 1), thesalt              deposition    monitoring    program wasdiscontinued          attheendof1991.
III. PLANT DESIGNAND OPERATION                          CHANGES Section  3.1oftheEPPallows            changes  instation design, operation,          orthe performance        oftests    orexperiments      affecting the environment          provided  that suchchanges,        tests,  orexperiments      donotinvolve an unreviewed environmental        question    anddonotinvolve      a change to theEPP.Changes, tests, orexperiments          inwhich    allmeasurable  non-radiological      effects  are confined    totheonsite        areas previously  disturbed  during site preparation        and plant construction        orinwhich    theenvironment      isnotaffected areexempt fromtheevaluation            andreporting      requirements  ofSection      3.1 Section  3.2oftheEPPalso            exempts    changes,  tests,  orexperiments        which arerequired        tocomply      with other  federal, state, orlocal      environmental regulations.
No design    andoperational        changes    wereinitiated  in2020that        required  an evaluation    todetermine        iftheyinvolved    either  anunreviewed          environmental question    orconstituted        a change    intheEPP.
IV. EPP NON-COMPLIANCES There  werenoinstances            ofnon-compliance      with theEPPidentified during  2020.

Enclosure 2020Annual Environmental Operating Report I. INTRODUCTION Palo Verde Nuclear Generating Station (PVNGS) islocated inMaricopa County, Arizona, approximately 50 miles westofthePhoenix metropolitan area The PVNGS site comprises approximately 4,250acres. Site elevations range from 890 feet above meansealevel atthesouthern boundary to1,030 feet abovemean sealevel atthenorthern boundary. Thestation consists of three pressurized water reactor electrical generating units. Units 1,2,and3 havea rated thermal power of3,990 MW.

Arizona Public Service (APS) Company wasissued lowpoweroperating licenses NPF-34, NPF-46 and NPF-65 for Units 1,2,and3 bytheUnited States Nuclear Regulatory Commission (NRC) on December 31,1984, December 9,1985, andMarch 25, 1987,respectively. APSwasissued full poweroperating licensesNPF-41, NPF-51 andNPF-74forUnits 1,2,and3 on June1,1985, April 24,1986, and November 25,1987,respectively. These licenses wererenewed onApril 21, 2011 Appendix B tothese operating licensesis entitled theEnvironmental Protection Plan (Non-Radiological) Theenvironmental protection plans (EPP) for eachofthecurrent operating licenses are identical Thepurpose oftheEPPistoprovide for theprotection ofenvironmental values during theconstruction andoperation ofthe nuclear facility. This Annual Environmental Operating Report isrequired bySection 5.4.1 of theEPPwhich isAppendix B oftherespective renewed operating licenses.

This report describes theactivities related tothePVNGSEPPduring the2020 calendar year. Forpurposes ofthis report, references totheEPPare considered tobetheEPPofNPF-41, NPF-51, andNPF-74.

Cultural Resources Section 4.2.1 oftheEPPrequires thatanarchaeological survey beperformed whenfinal alignment ofthePVNGS-to-Saguaro transmission lineis completed. As ofthedate ofthis report, plans forthis transmission line have beenindefinitely suspended Therefore, there hasbeennoactivity with regard tothis requirement oftheEPP.

B. Terrestrial Ecology Monitoring Section 4.2.2 oftheEPPstates that APSwill implement a salt deposition and impact monitoring program as communicated ina letter totheNRCdated December 30,1991(Reference 1), thesalt deposition monitoring program wasdiscontinued attheendof1991.

III. PLANT DESIGNAND OPERATION CHANGES Section 3.1oftheEPPallows changes instation design, operation, orthe performance oftests orexperiments affecting the environment provided that suchchanges, tests, orexperiments donotinvolve an unreviewed environmental question anddonotinvolve a change to theEPP.Changes, tests, orexperiments inwhich allmeasurable non-radiological effects are confined totheonsite areas previously disturbed during site preparation and plant construction orinwhich theenvironment isnotaffected areexempt fromtheevaluation andreporting requirements ofSection 3.1 Section 3.2oftheEPPalso exempts changes, tests, orexperiments which arerequired tocomply with other federal, state, orlocal environmental regulations.

No design andoperational changes wereinitiated in2020that required an evaluation todetermine iftheyinvolved either anunreviewed environmental question orconstituted a change intheEPP.

IV. EPP NON-COMPLIANCES There werenoinstances ofnon-compliance with theEPPidentified during 2020.
