Palo Verde Nuclear Generating Station Units 1, 2, and 3 Docket Nos. STN 50-528, 50-529, and 50-530 Updated Final Safety Analysis Report, Revision 22, and Operations Quality Assurance Program Description, Revision 3 Pursuant to 10 CFR 50.71(e) and in accordance 10 CFR 50.4(b)(6) as modified by Nuclear Regulatory Commission (NRC) publication, Guidance for Electronic Submissions to the NRC, Arizona Public Service (APS) is submitting Revision 22 to the Palo Verde Nuclear Generating Station (PVNGS) Unit 1, 2, and 3 Updated Final Safety Evaluation Report (UFSAR).
This submittal contains three enclosures. Enclosure 1 contains PVNGS UFSAR, Revision 22.
A copy of PVNGS UFSAR, Revision 22 will be provided to the NRC resident inspectors office at PVNGS. Enclosure 2 contains PVNGS UFSAR, Revision 22, Redacted per Regulatory Information Summary (RIS) 2015-17, Review and Submission of Updates to Final Safety Analysis Reports, Emergency Preparedness Documents, and Fire Protection Documents, dated December 23, 2015. The redactions were made in accordance with the NRC criteria on sensitive information, as specified in SECY-04-0191, Withholding Sensitive Unclassified Information Concerning Nuclear Power Reactors from Public Disclosure, dated October 19, 2004 [Agencywide Documents Access and Management System (ADAMS) Accession Number ML042310663], as modified by the NRC Commissioners Staff Requirements Memorandum on SECY-04-0191, dated November 9, 2004 (ADAMS Accession Number ML043140175).
Revision 22 of the PVNGS UFSAR includes changes to the PVNGS Operations Quality Assurance Program Description (QAPD) as described in the UFSAR in accordance with 10 CFR 50.54(a)(3). The PVNGS QAPD is maintained as a separate topical report following the overall format and content of Nuclear Energy Institute (NEI)11-04A, Nuclear Generation Quality Assurance Program Description. contains Revision 3 of the PVNGS QAPD. The changes made to the QAPD were evaluated and determined not to reduce the commitments in the program description as accepted by the NRC. Therefore, the requirements specified in 10 CFR 50.71(e), 10 CFR 50.54(a)(3) and 10 CFR 71.106(b) are satisfied.
No commitments are being made to the NRC by this submittal.
