License Amendment Request Dated February 5,1999 incorporation of Combustion Engineering Steam Generator Welded Tube Sleeve Topical Report Revision Attached is a request for a change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant (PINGP). This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.

l This amendment request proposes a change to Technical Specification (TS) 4.12,

" Steam Generator Tube Surveillance " to incorporate changes to the ABB Combustion Engineering (ABB CE) sleeve design assumptions and installation techniques. These changes to the sleeve design were developed by ABB CE.

The current PINGP Technical Specifications (TS) allow steam generator tubes with  !

eddy current indications requiring repair to be sleeved in accordance with ABB CE I Report CEN-629-P Revision 2 and Addendum 1. By this amendment request, NSP wishes to obtain approval for repair of steam generator tubes using Revision 3 to Combustion Engineering Report CEN-629-P.  !
