SEQt0YAH NUCLF1.R PLANT (SQN) UNIT 2 - TECHNICAL SPECIFICATION CHANGE 88-33 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to License DPR-79 to change the technical specifications of SQN unit 2. The proposed change revises the upper head injection (CHI) level switch setpoint and tolerances of surveillance requirement (SR) 4.5.1.2.c.1 and the heat flux hot channel factor (Fo[z]) of limiting conditions for operation (LCO) 3.2.2 and SR 4.2.2.2.      Approval of this proposed change is required for restart of unit 2 after the upcoming unit 2 cycle 3 refueling outage.
The proposed technical specification change is identified in enclosure 1.                                                          The justification for the proposed technical specif 8 cation change is provided in enclosure 2. A proposed determination of no a1 *!ficant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclost.re 3.
The proposed unit 2 UHI setpoint and tolerance change is consistent with the UHI setpoint and tolerance change made for unit 1. The unit I change (88-20) was transmitted to NRC by letter dated August 15, 1958, and was supplemented by letter dated September 21, 1988. NRC approved 88-20 by letter ated October 14, 1988. Similarly, the proposed unit 2 Fo(s) change is consistent with the unit 1 Fo(s) change (88-28) transmitted to NRC by letter dated September 21, 1988. Additionally, the conclusions drawn in enclosure 3 to this letter supporting the proposed unit 2 changes are the same as those drawn in the significant hazards determinations for SS-29 and 88-28.
