Kewaunee - Relief Request VRR-05, Revision 1, Needs to be Supplemented (TAC ME3352)
Jack: Relief Request VRR-05, Revision 0, was initially submitted on 1/23/2006 and approved on 3/24/2006, and supplemented with clarifications on 4/20/2006. The authorized alternative approved performing position verification test on valves SI-350A and SI-350B at an interval of 36 months rather than the prescribed 24 months of ISTC-3700. The approved VRR-05, Revision 0, stated that the enclosures require leak testing after completion of position verification test. In addition, the valves will be leakage tested on a refueling outage frequency to ensure valve closure. Revision 1, removes the statement of leakage testing the valves on a refueling outage frequency and replaces the statement with a commitment to leakage test to verify closure to be completed during those refueling outages where local position indication verification is not performed.

We need to discuss, in a conference call, the above questions with our reviewer Michael Farnan. This call needs to occur in a rather tight schedule because we are in the acceptance review stage and are subject to the schedular guidance of NRR Office Instruction LIC-109. The sole purpose of this e-mail is to prepare you and others for the requested conference call. Kewaunee - Relief Request VRR-05, Revision 1, Needs to be Supplemented (TAC ME3352)

Jack:

Relief Request VRR-05, Revision 0, was initially submitted on 1/23/2006 and approved on 3/24/2006, and supplemented with clarifications on 4/20/2006.

(1) How does this request impact the Kewaunee Appendix J program?

(2) Is the leak test separate from Appendix J test (i.e. does it have different acceptance criteria)?

(3) What is the make and model of the valve? Is the enclosure separate from the valve such that disassembly does not affect valve performance?

(4) If disassembly of the enclosure does affect valve performance, how is the requirement of ISTC-3310 met?

We need to discuss, in a conference call, the above questions with our reviewer Michael Farnan. This call needs to occur in a rather tight schedule because we are in the acceptance review stage and are subject to the schedular guidance of NRR Office Instruction LIC-109. The sole purpose of this e-mail is to prepare you and others for the requested conference call. This e-mail does not formally request for information, and does not formally convey an NRC staff position.
