The NRC letter also provided requested due dates for written responses.

- 2) for providing the requested information.
The alternative course of action included revised information, due dates, and the basis for those dates. As described in the alternative course of action, Attachment 1 to this letter transmits the responses to the following information requests from the March 12, 2012 NRC letter: Enclosure 5, Communications Request 2 and Staffing Requests 3, 4 and 5. Attachment 2 contains the regulatory commitments associated with this response.

Actions Taken or Planned Estimated Completion Date 1. Callaway has obtained three portable diesel generators for use at the Complete Control Room, Technical Support Center (TSC) and Emergency Offsite Facility (EOF). These generators can be used to provide power to satellite phone and radio battery chargers.
- 2. Callaway has issued a purchase order for a portable radio cart with 9/1/2012 -Radio antenna tower and on-board diesel generator.
The cart will be cart on-site. equipped with chargers for radio batteries.
The plant passive antenna system in the power block will be modified for direct 10/4/2014-connection to the cart to enhance in-plant communication capability.

- 3. Callaway has obtained 15 new satellite phones. Four ofthese 7/31/2012-phones will be placed in the four counties within the Callaway Satellite phones Emergency Planning Zone (EPZ). The remaining phones will be distributed to 4 available for use by Field Monitoring Teams (FMT), the Control counties and Room, TSC, and EOF. External antennas will be installed at the remammg Control Room, TSC, and EOF to support satellite phone phones available communications.
These phones utilize a battery power source that for FMTs, TSC, increases the overall diversity of communication power supplies.

- 3. Callaway is located approximately five miles north ofthe Missouri River. The plant owns an intake structure and barge unloading facility on the river which are available to offload personnel by boat. In addition, there are river access points located southeast of the plant at Portland, MO and southwest of the plant at Mokane, MO. Under the letter of agreement with the state of Missouri, the state Water Patrol and/or Department of Conservation could be directed to provide waterborne transportation as required.
- 4. The Missouri Air National Guard has a base at the Jefferson City, MO airport, 23 miles southwest ofthe plant. This organization is equipped with helicopters and is routinely utilized in response to natural disasters.
As the governor's agent, the Senior Radiological Emergency Planner (REP) at the State Emergency Management Agency (SEMA) can request support from the Air National Guard. - 2. Callaway will have on-site a portable radio cart 911/2012 50220 with antenna tower and on-board diesel generator.
The cart will be equipped with chargers for radio batteries.
- 2. The plant passive antenna system in the power 10/4/2014 50225 block will be modified for direct connection to the portable radio cart to enhance in-plant communication capability.
- 3. Satellite phones will be placed in the four counties 7/31/2012 50221 within the Callaway Emergency Planning Zone (EPZ) and the remaining phones will be available for use by Field Monitoring Teams (FMT), the Control Room, Technical Support Center (TSC), and Emergency Offsite Facility (EOF). 3. External antennas will be installed in the Control 10/4/2014 50222 Room, TSC, and EOF to support satellite phone communications.
