PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 -STAFF REVIEW COMMENTS ON SECURITY PLAN REV. 1 (TAC NOS. MC8690 AND MC8691)

Dear Mr. Palmisano:

By letter dated October 18, 2006, Nuclear Management Company, LLC (NMC) submitted Revision I to the Prairie Island Nuclear Generating Plant (PINGP) Security Plan, which replaced in total, three previous revisions submitted to the Nuclear Regulatory Commission (NRC) for approval.During the staff's technical evaluation, a number of discrepancies were detected which need to be resolved before the safety evaluation can be completed.

Some of these issues were pointed out to the NMC staff during the November 7, 2006, conference call between NMC and the NRC.During this telephone conference, the NMC staff agreed to correct those discrepancies noted by the NRC staff. The NRC staff also indicated that they would complete their evaluation of PINGP's security plans, prior to notifying them of any further discrepancies.

Enclosed is a summary of the discrepancies identified by the NRC staff in its review of PINGP's security plan, which require resolution before the evaluation can be completed.

The summary includes discrepancies noted during the November 7, 2006, conference call. Please note that any statement regarding "operator ratio" that are included in PINGP security plan, once approved, will become requirements.
