2.0 APPLICABILITY This calculation addresses only the development of DCGLs for soil in open land areas at the OCS site.

The RESRAD code has undergone extensive review, benchmarking, verification, and validation [3.2]. The RESRAD-Onsite 7.2 Users Guide [3.3] provided instructions for code use.
Sensitive RESRAD-Onsite input parameters have been identified for each radionuclide-of-concern (ROC) and conservative input values for use in DCGL calculations have been determined in ENG-OCS-007 [3.4].
The 75th percentile and 25th percentile values are recommended as reasonably conservative input values for the sensitive parameters in calculations for DCGL values for open land areas at the OCS site. The approach of assigning 25th and 75th percentile values of a sensitive parameters distribution to account for uncertainty in DCGL values has been accepted in past decommissioning projects (e.g., Yankee Rowe, Zion, Connecticut Yankee, Humboldt Bay, Fort Calhoun Station, and SMUD) by the U.S. Nuclear Regulatory Commission (NRC) and State regulators. Refer to ENG-OCS-007 for details regarding the probabilistic analyses.
RESRAD-Onsite code executions were performed for each ROC identified for the OCS site. The peak of the mean (POM) dose for each ROC was used to determine the DCGL value that corresponded to the NRC dose criteria established in 10CFR20.1403 (i.e., 25 mrem/y). The DCGL value for each ROC was calculated as follows:
DCGL(pCi/g) = (25 mrem/y)/(POM dose (mrem/y per 1 pCi/g)).
5.0 SCENARIO and INPUT 5.1 Scenario
BHI Engineering ENG-OCS-008 DCGL Values for Soil - Industrial Use Scenario Rev. 0 Page 2 of 18 5.1.1 The dose model behind the DCGL values is an Industrial Use Scenario. The average member of the critical group is a hypothetical full-time industrial worker who is assigned to outdoor tasks and catches and ingests fish from the intake/discharge canal during off-hours. As an industrial site, ingestion exposure pathways for plant, meat, and milk products originating on the site do not exist. Drinking water is assumed to be provided by a municipal water supply supported by site infrastructure. The exposure pathways used to estimate human radiation exposure resulting from residual radioactivity in the soil for this scenario are the following:
- Direct external radiation exposure pathway
- Inhalation exposure pathway
- Aquatic food ingestion exposure pathway
- Inadvertent ingestion of contaminated soil 5.1.2 Time fractions: The hypothetical industrial worker is assumed to spend 7h per day on outdoor tasks and 1h per day for indoor work breaks (i.e., 15 min morning break, 30 min lunch, and 15 min afternoon break). Under this assumption, the worker spends 35h/week performing outdoor tasks and 5h/week indoors on work breaks. Over a 50-week occupational year, the worker spends (35h/week
- 50 weeks =) 1750h outdoors at the industrial site and (5h/week
- 50 weeks =) 250 h indoors at the site. A calendar year has (24h/d
- 365.25d =) 8766h.
Fraction of calendar year off-site = (8766h - 2000h)/8766h = 0.77 (no exposure to radioactive material at the site during this time)
- Fraction of calendar year outdoors at the site = 1750h/8766h = 0.20 (receives site radiation exposure)
- Fraction of calendar year indoors at the site = 250h/8766h = 0.03 (receives site radiation exposure) 5.1.3 Site Conceptual Model: The conceptual hydrological model for this Industrial Use scenario has three geological strata: (1) a contaminated zone (CZ), (2) an unsaturated zone (UZ), and (3) a saturated zone (SZ). The contaminated zone is assumed to be uncovered, equivalent in size to the OCS Protected Area (PA),
124,400 m2. The UZ, SZ, and groundwater in the SZ are assumed initially uncontaminated.
5.2 Input 5.2.1 A site-specific suite of ROCs has been identified for the OCS site [3.6]. OCS ROCs are shown in Table 1 below.

5.2.2 Table 2 summarizes the following information from ENG-OCS-007:
RESRAD-Onsite parameters identified as sensitive.
ROC for which the parameter was determined to be sensitive.
25th and 75th percentile values from the parameter distributions.
5.2.3 Table 3 provides the input value for each RESRAD-Onsite parameter for the DCGL calculations. Separate RESRAD-Onsite code executions were performed for each ROC.
Note: Except for values assigned to sensitive parameters, all input values for non-sensitive parameters are the same as those used in the probabilistic analysis (ENG-OCS-007).
6.0 RESULTS 6.1 The calculated POM dose for each ROC is provided in column 2 of Table 4. The calculated POM doses from the RESRAD-Onsite 7.2 output reports are provided by ROC in Appendix A.
6.2 Column 3 of Table 4 provides the DCGL values corresponding to an annual dose equal to 25 mrem. The DCGL for each ROC was calculated from the POM dose using the following relationship:
