SUMMARY

The Oyster Creek Nuclear Generating Station (OCNGS) site-specific suite of radionuclides consists of 21 radionuclides of which 14 are hard-to-detect (HTD) beta-emitting and alpha-emitting radionuclides. Site characterization data have shown that the HTD nuclides are consistently below or slightly above the minimum detectable concentration (MDC) in laboratory results, which supports classifying them as insignificant nuclides. Dose assessment showing the HTD nuclides collectively contribute less than 10% of the dose criterion provides confirmation for the insignificant classification. Some gamma-emitting radionuclides were also identified as potentially insignificant based on analytical data; however, since they will all be analyzed for in every FSS sample, they are excluded in this technical basis document.

Five soil samples from the OCNGS Radiologically Controlled Area (RCA), the area where the residual plant radioactivity was greatest during the Phase 1 site characterization, were collected and sent off-site for analysis of HTD nuclides. Except for Sr-90, the analytical results showed that the concentrations of all other HTD nuclides were below their respective MDC values in all samples. Sr-90 was detected at a concentration greater than MDC for the analysis in only 1 of the 5 samples.

The HTD nuclide values were set at the maximum of the MDC values, except for Sr-90, which was set at the identified analysis value, and then compared to the OCNGS Industrial Use (IU)

DCGLs discussed in the OCNGS LTP Chapter 6.

The results of the assessment confirmed that the HTDs contribute less than 10% of the site closure dose criteria (i.e., 25 mrem/y) and can be deemed insignificant. The HTD radionuclides will not be required to undergo further assessment, however, the potential dose contribution of 0.075 mrem/y will be added to each survey unit total dose. Survey unit QC samples will still include an assessment of the HTDs to verify their insignificant status. Should the QC sample results indicate the presence of HTD Radionuclides the potential dose contribution will be evaluated and adjusted, as appropriate.

This effort resulted in the following four recommendations:

  • QC sample analyses should include the analysis of insignificant radionuclides.
  • A dose contribution of 0.075 mrem/y from soil should be added to the FSS survey unit total dose.
  • If additional information regarding the presence of insignificant radionuclides become available during remediation activities or FSS, the potential dose contribution/analysis frequency will be reevaluated and adjusted, as appropriate.
  • The approach used for determining the insignificant status of HTD nuclides in soil should be applied to other volumetric site media, such as concrete in basement remaining below grade and buried pipe.

1.0 INTRODUCTION

Derivation of a site-specific suite of radionuclides present at Oyster Creek Nuclear Generating Station (OCNGS) is discussed in Chapter 6, Compliance with the Radiological Criteria for License Termination, of the OCNGS License Termination Plan (LTP). This suite of potential radionuclides contains a total of 21 radionuclides. This Technical Basis is centered on the hard-to-detect (HTD) radionuclides since all easy-to-detect radionuclides will be analyzed for in every Final Status Survey (FSS) sample.

OCNGS submitted 5 soil samples from the Radiologically Controlled Area (RCA) to an off-site laboratory for analysis of 14 HTD radionuclides. The analyses positively identified only 1 HTD radionuclide, Sr-90, in 1 sample at a concentration above the MDC.

2.0 TECHNICAL BASES The guidance contained in NUREG-1757, Vol. 2, Section 3.3, states:

it is reasonable to eliminate radionuclides or pathways that are insignificant contributors to dose from further detailed consideration.

The guidance further states, NRC staff considers radionuclides and exposure pathways that contribute no greater than 10 percent of the dose criteria, considering uncertainty, to be insignificant contributors to dose. Because the dose criteria are performance criteria, this 10 percent limit is an aggregate limitation only.

That is, the sum of the dose contributions from all radionuclides and pathways is necessary considered insignificant should be no more than 10 percent of the dose criteria. No limitation on either single radionuclides or individual pathways is necessary.

Once a licensee has demonstrated that radionuclides or exposure pathways are insignificant, then (1) the dose from the insignificant radionuclides and pathways must be accounted for in demonstrating compliance, but (2) the insignificant radionuclides and pathways may be eliminated from further detailed evaluations.

Therefore, it is necessary to calculate potential dose from HTD radionuclides and compare the aggregate potential dose to ensure that it does not exceed 10% of the dose limit (i.e.,

2.5 mrem/y TEDE).

3.0 METHODOLOGY Five sample locations were chosen based on a review of all the soil data collected during the Phase I Characterization effort. These locations were all within the RCA and represented the highest Co-60 and Cs-137 activity concentrations. Once identified, GPS was used to stake out the original sample location. An area representing approximately 1m2 around each location was scanned and a soil sample collected at the highest direct measurement location. Transfer of the sample to the off-site laboratory was controlled by chain of custody procedure and documented by a COC form. Detection sensitivities for

The OCNGS Phase 1 Characterization soil samples sent for HTD analysis consistently indicate the activities and subsequent dose, contribute, in aggregate, less than 10% of the of the 25 mrem/y release criteria for unrestricted use. Therefore, it is appropriate to deem these radionuclides as insignificant dose contributors. The potential dose contribution and pathways for these radionuclides must be determined and included in the final dose evaluation for site release.

Except for Sr-90, the estimated dose for HTDs is based on the maximum MDC values.

The estimated dose for Sr-90 was based on an activity concentration of 0.0697 pCi/g which corresponds to the activity concentration of the sample result (see soil sample RCS-SOIL-16-B in Table 3-1 below.) The MDC values for the HTD radionuclide are presented in in Table 4-1. The HTD nuclide values were set at the maximum of the MDC values, except for Sr-90, which was set at the identified analysis value, and then compared to the OCNGS Industrial Use (IU) DCGLs discussed in the OCNGS LTP Chapter 6. Industrial Use DCGLs include direct exposure, indirect ingestion of soil, inhalation, and ingestion of aquatic foods.

The individual radionuclide doses were calculated by multiplying the ratio of the MDC to DCGL by the release criterion (25 mrem/y). The total potential dose from all HTD radionuclides is 7.50E-02 mrem/y using the maximum MDC values and following equation:

HTD mrem/y = ((MDC, pCi/g)/(DCGL, pCi/g))* 25 mrem/y The aggregate dose is the summation of the individual HTD doses.

5.0 CONCLUSION

As shown in Table 4-1, the total dose contribution of the OCNGS HTD radionuclides is less than 10% of the dose criteria and therefore it is appropriate to consider them as insignificant.

6.0 RECOMMENDATIONS Survey Unit QC offsite sample analyses should include analysis of the postulated

A dose contribution of 0.075 mrem/y should be added to the FSS survey unit total dose whereby accounting for the potential dose contribution for postulated insignificant radionuclides.

If additional information regarding the presence of insignificant radionuclides become available during remediation activities or FSS, the potential dose contribution/analysis frequency will be reevaluated and adjusted, as appropriate.

The approach used for determining the insignificant status of HTD nuclides in soil should be applied to other volumetric site media, such as concrete in basement remaining below grade and buried pipe.
