iunorablo Los Liu Pitzwater Chairman, Yates County Lugislature County of t icu Dutldtny Hoom 198 Punn Yan, New York 14527 Dear Mr. Fitzwaters Since the Three Mile Island nuclear accident which occurred in 1979, the Federal government has required an increased emphasis on the i development of State, county and utility nuclear accident response and i recovery plans. In New York State, over the last seven years, counties

' within a ten mile radius of operating commercial nuclear power plants and the utilitius, have complied with these ruquirements. This pro-gram ts known in New York as kildiological Emergency Preparedness g (REP).

iI To date, most of the effort has been in the development of plans and l operational procedures to sustain a response and recovery effort within ten miles of an operating nuclear power plant, such as the i Mochester Gas and Electric facility located at the Ginna Site, in Wayne County. This ten mile radius is defined as the plume exposure emergency planning zone (EPZ).

Federal criteria also require that each state develop plans and procedures for response to a power plant incident which, because of a release of radioactive particulate, could involve a radiological I ingestion concern. The EPZ anticipated for an ingestion impact would extend out to fifty miles from a nuclear power plant. This is known l ds the ingestion pdthWay exposure seZ. each state is required to conduct an ingestion pathway exercise every six years.

To fulfill New York's requirement in this regard, an Ingestion Exposure EPZ excre tse will be conducted for the G1nna Nuclear Power Site during the week of October 25, 1987. This exercise will be fuderally observed and will require participation f rom State agencies,

county governments within the titty mile EPZ, and thu utility. The federal gover&nnt will evaluate New York State's capability for command and control, radiological assessment, public notiLication and information, radiological monitoring, sample collection and analysis and operational coordination procedures.
