MEMORANDUM n..
,C i f
/(
January 16, 1985 TO:
Mr.
el Gi ce k
j FROM:
SUBJECT:
LILC0 Emergency Notification The attached letter from LILCO poses a dilemma for the State Emergency Management Office. We obviously do not wish to suggest any degree of compliance with LILCO for greater participation in their emergency preparedness activities.
On the other hand, the lack of dedicated communication systems places us in a vulnerable situation for emergency notification.
The use of standard telephones is obviously not an acceptable route of communication in the event of a real emergency.
During the course of the recent litigation with LILCO, we recognized that our dedicated RECS lines were still operative and disconnected them on the advice of counsel.
Because of the potential need for emergency notification, I would suggest that we reconnect our RECS phones to enable us to receive timely notification of any emergencies which might occur during fuel load and cold criticality, rupond to Mr. Leonard until I have received some indication yo.
