OVERALL CONCEPT OF OPERATIONS - RADIOLOGICAL EMERGENCY RESPONSE C PLANS 101.1 GENERAL The objective of the Radiological Emergency Response Plans (RERPs) for an incident at either the Haddam Neck Plant or the Millstone Nuclear Power Station (hereinafter referred to as "Stations") is to delineato Accident Assessment responsibilities, Protective Actions, and Parallel Actions to be taken in order to minimize the consequences to the health and safety of the public. In order to accomplish this objective, emergency preparedness actions taken by the utility (Stations and Corporate Organization), the State of Connecticut (all applicable agencies), and the local communities must be coordinated on a planning and procedural basis. Individual RERPs have been developed for the utility, the State, each local community within the plume exposure pathway Emergency Planning Zones (EPZs), which are approximately those within the 10-mile-radius area around each of the stations (hereinafter referred to as "EPZ Community"), and each community which has agreed to host evacuees from the EPZ Communities (hereinafter referred to as "Host Community"). State plans and procedures for the 50-mile Ingestion Pathway will be employed should it be necessary to sample this pathway or to interdict food, water, milk, and/or livestock .

C feed. These individual RERPs are linked together by a broad overall concept of operations through mutual planning and common notification and assessment procedures. .

Section 101 describes this overall concept of operations.

Federal agencies , which have regulatory involvement, such as the Nuclear Regulatory Commission (NRC), the Federal Emergency Management Agency (FEMA), the Department of Energy (DOE), the Environmental Protection Agency (EPA),

and the Food & Drug Administration, will also initiate emergency response actions that will be, or are contained, in their own planning documents. While the affected facility will be in close contact with the NRC, coordination with the other federal agencies will be the responsibility of the State of Connecticut Department of Environmental Protection and Office of Civil Preparedness.

2 101.2 ROLE OF THE STATIONS In the event of an incident, the affected Station has the responsibility to initiate accident assessment actions to determine the cause of the incident, to assess the severity of the consequences, and to determine the measures necessary to mitigate the consequences. The Station will then classify the incident, in accordance with the Nuclear

Rsvision 5 Date: 8/85 available offsite monitoring data. This Nuclear Incident Classification Scheme is consistent with FEMA, NRC, EPA, and State of Connecticut criteria.

Within 15 minutes after classification, the affected Station will report the incident via a radiopager notification system and telephone call-back system to the responsible.

The responsible State of Connecticut agencies to be notified include the Governor's Office, Department of Environmental Protection (DEP), State Police, and Office of Civil Preparedness (OCP). The EPZ Community officials who will be notified are the Chief Executive Officers.

101.3 ROLE OF THE COMMUNITIES AND STATES Local communities within the plume exposure pathway EPZ (approximate 10-mile radius) around the Haddam Neck Plant include Chester, Colchester, Deep River, Durham, East Haddam, East Hampton, Essex, Haddam, Hebron, Killingworth, Lyme, Madison, Marlborough, Middlefield. Middletown, Portland, Salem, and Westbrook. There is only part of one state (i.e., Connecticut) which is within the plume exposure pathway EPZ. The states within the ingestion exposure pathway EPZ, which is approximately the 50-mile radius around the Haddam Neck Plant, are parts of Connecticut.

They are East Hartford, Hartford, New Haven, Norwich, Wethersfield, Windham, and the University of Connecticut at Storrs.

The Nuclear Incident Classification Scheme has prescribed protective actions built into it that state and local

N necessitated, officials of the State Department of Environmental Protection can provide an independent assessment of the incident and a verification of its radiological caverity. In any case, the DEP will provide a long term assessment and monitoring capability; coordination with other State agencies for sampling will _ l be provided through the Connecticut State EOC.

If the severity of the incident so warrants, the states and EPZ Communities will activata their emergency organiza-tions and take the prescribed Protective Actions. These include: Take Shelter; Evacuation; Access Control; and ~

Food, Water, Milk, and Livestock Feed Control. The initial Protective Action is Take Shelter; Evacuation would occur only after careful assessment. Access Control measures would be implemented for either Take Shelter or Evacuation. Food, Water, Milk, and Livestock Feed Control is planned for within the plume exposure pathway EPZ as well as the ingestion exposure EPZ. The plume exposure pathway and the ingestion exposure pathway EPZs are shown in Figures 101-1 and 101-2.

Normally, Protective Actions will initially be taken in a so-called keyhole mancer. A keyhole-shaped area as employed as a conservative means of providing adequate protection to the public 'in consideration of natural plume dispersion (e.g., using this concept, Protective Actions are .

implemented in a 2-mile radius (360*) around the affected Station, and in the downwind sector and each adjacent sector (671/) for a distance of 5 miles more). .

Local communities will implement the Protective Actions with assistance from appropriate state agencies. State agencies will mobilize resources as necessary; federal support will be requested and coordinated through the Connecticut State EOC in Hartford. This will prevent confusion in requests and competition for resources.

State and/or EPZ Community officials will utilize public alerting and notification systems, such as sirens, the Emergency Broadcast System (EBS), and radio and television announcements, to notify the public in the downwind affected areas as to which Protective Action should be taken. Various local agencies will initiate responses to implement and support the mandated Protective Actions. In the event evacuation is necessary, designated evacuation routes will be followed by evacuees to a reception area in the appropriate Host Communities where they will be registered and sent to relocation centers managed by the American Red Cross.

WITH RESPECT TO FISHERS ISLAND, AND PLUM ISLAND, NEW YORK Fishers Island The Hamlet of Fishers Island, located about 7 1/2 milee southeast of the Millstone Nuclear Power Station, is primarily residential with a small year-round population of about 350 persons. Fishers Island is a political subdivision of the Town of Soutbold, which is in Suffolk County on Long Island, New York. The Island is geographically

- located much closer to the coast of Connecticut than it is to Orient Point, the closest point of New York State (2 miles versus 12 miles). Because of the logistics associated with the Island's location, there has been a long-standing operational agreement between officials of Fishers Island, the Town of Southold, Suffolk County, the State of New York (Albany), and the State of Connecticut.

Under this agreement, the lead responsibility for assessing the initial radiological impact of an incident on Fishers Island, and assistance with the implementation of any Protective Actions, belongs to the State of Connecticut.

As a result of these agreements, Fishers Island has developed a Radiological Emergency Response Plan which is

' well integrated into the communications and response actions followed by the other communities within the [

10 Mile EPZ of the Millstone Station. This overall (

  • integration into the planning philosophy of the EPZ communities in Connecticut was recognized by all parties as a means to lessen Protective Action response initiation times, and to reduce confusion, particularly in the area of communications and resource deployment. As a practical matter, Fishces Island responds to an incident at the Millstone Station in accordance with the Connecticut Nuclear Incident Classification Scheme and, therefore, bases decisions relative to Protective Actions on the built-in Posture Code recommendations contained in the Connecticut classification system.

By virtue of its integration into the State of Connecticut Emergency Response Plan, officials responsible for Fishers Island make Emergency Broadcast System (EBS) announcements over the state-wide Connecticut EBS. Also, Fishers Island is assured of accessible resource support from Connecticut, t particularly in the area of Protective Actions. For l example, the Island's officials rely on nearby Connecticut communities for backup activation of the Public Alerting System, and the State of Connecticut for year-round relocation of their residents to Windham, Connecticut, a designated Host Community.

Fishers Island is also supported by the New York State --

emergency preparedness organization. Suffolk County

The State of New York (Albany) monitors the assessment process and resulting Protective Action recommendations made by the State of Connecticut for Fishers Island, maintains communications with Suffolk County, ana ocovides support to Suffolk County and Fishers Island, as necessary.

Plum Island Plum Irland, the Plum Island Animal Disease Center (PIADC),

is a federal experimental facility under the control of the U.S. Department of Agriculture (USDA). The Island is located within the State of New York, approximately 8-1/2 miles due south of the Millstone Station, and about 2 miles from Orient. Point. The PIADC, which is closed to the public, has no permanent residents but a small work f orce which conmutes by ferry to the Island from Orient Point.

Due ?? the nature of the facility, the PIADC operates independently of local and scate agencies. It maintains its own fire and security forces and ferries for the transportation of personnel. These ferries have more than adequate capacity in the event an evacuation of the Island is necessary.

( Plum Island would respond to a radiological emergency at the Millstone. Station in accordance with a plan recently

( developed by the USDA. Like Fishers Island, the PIADC has adopted the Connecticut Nuclear Incident Classification a

Scheme for incident notification, and for the response actions prescribed within each Posture Code. Also, while the PIADC is outside the jurisdiction of New York State, the Director might coordinate certain logistical activities with the Suffolk County Office of Emergency Preparedness, 101.4 ORGANIZATION OF RADIOLOGICAL EMERGENCY RESPONSE PLAN The Utility, State, EPZ Community and Host Community RERPs provide details of who is responsible in the organization, what functions are performed, and how procedures are employed to utilize identified manpower and equipment resources. Training programs, drills and exercises will be held separately and collectively at regular intervals to ensure emergency preparedness.

The Station Emergency Plan addresses only the actions taken by the Station Emergency Organization and the utility's Corporate Emergency Organization. Details on State, EPZ Community Host Community, and federal agency actions are contained in their specific plano.

The 300 Series takes the information from the 200 Series and puts it into a relative time sequence that, for [

operational purposes, provides a clear explanation of the (

planning priorities and overlapping of each function of emergency operations for the EPZ Community, the Host Community, or the State.

The 400 Series provides answers to the question "How?"

(i.e., it describes the operational procedures or methods to be used by the different agencies to perform their different functions). The degree of detail used in this section is determined by the individual agency. It is sufficiently detailed to prevent any major misunderstanding or a lack of understanding of the means to be used in carrying out their responsibilities. The 400 Series is divided into two sections.

Section 401 contains the summary procedurer_ described above for each local community or State agency. A matrix of local community (ce State) agencies and their responsi-bilities in carryir , out emergency functions is provided along with a flow ciagram depicting these agency functior.s.

Section 402 contains common procedures (such as the radiopager-telephone call-back system and certain radiation monitoring methods) that are used by EPZ Communities, the State, and, in some cases, Host Communities.
