Consistent with the criteria for emergency action levels contained in NUREG-0654, the plan and its implementing procedures require the declaration of an emergency under certain circumstances, some of which are possible during fuel load and cold criticality.
For example, independent of plant conditions a natural event such as a severe hurricane, earthquake or tornado could trigger an emergency declaration.
Upon declaration of an emergency, to notify New York State and Suffolk County. LILCO is obligated In accordance with our procedures, the Radiological Emergency Communications System (RECS) would be activated for this purpose.
We understand the suffolk County Unareham RECS phone is operative.
It is our understanding that New York State has disconnected its Shoreham RECS phones, but that they can easily be reconnected.
