SUBJECT:

Radiological Emergency Report - September 5, 1981 At 8 A.M. Sunday, September 5, 1981 I received a call from Mr. D. Terrell, Duty O'fficer at Suffolk County Emergency Preparedness Office, that the radiation monitoring equipment at' Plum Island had sounded the alarm and the needle on the dial was bouncing all over.

I was given a phone number and name to call at Plum Island for more information.

I called and got no answer.

I then called Joe Czerwinsky's New York State Radiation Control White Plains Regional Office, at his home number - he was unavailable.

I then called Larry Czeck in New York State Radiation Emergency Section at his home phone listed on the Radiation Emergency Call list only to get a Boys Camp up state that had never heard of him.

I then called Harry Farkas, Bureau of Radiological Health, Albany, at home, as listed - nc, answer.

I then called the Brookhaven National Laboratory Radia-tion Assistance Program to see if they had any information on the matter.

The phone was answered by a Security Police Officer who gave me the name of Edward Lessard, 331-9817, who was the duty officer - when called, there was no answer.

I 'then called the North East Utilities in Connecticut to speak to an official at Millstone Nuclear Reactor.

I was given a number to call - 203-447-1791 - which when I called did not answer.

I than called back to Plum Island and spoke to Mr. Tim Seyfeild, an electrician who stated he knew the equipment was sounding an alarm but he knew nothing about the equipment or how to operate it.

I explained how to operate the equipment but Mr. Seyfeild was unable to obtain a reading of the reaia-tion level.

I called connecticut Information for the number of the Connecticut State Office of Emergency Prepareaness and when called, they did not answer.

I then called North East Utilities number 203-443-8931 customer relations person and explained that it was urgent that I speak to an official at the Millstone Plant.

I was put on hold for 27 minutes while they tried to locate some-one to talk to me at Millstone.

Finally a Mr. George Zitka, Shift Supervisor at Millstone answered.

I informed Mr. Zitka of the problem at Plum Island and asked if Millstone had a radiation release.

Mr. Zitka checked and answered that his instrumentation did not indicate any release.

I asked what the weather conditions were there and was told that the wind was from the North West at 10 m.p.h.,

which would have carried any release in the direction of Plum Island.

I asked Mr. Zitka to have the monitoring equipment on Plum Island ~ checked immediately and report back to me as soon l

as possible.

I *then informed Mr. William Regan of Suf folk County Emergency Preparedness of the investigation.

evening I received a call from Mr. Gary Doty of North East Utilities that the instrumentation on Plum Island has in fact been faulty.

My personal observation is that a system of protection for the public has obviously failed a test which fortunately had no adverse consequences.

However, had a real problem a

existed at Millstone the hazzard to.the public would have been multiplied by a large factor due to the unavailability of key personnel and information.

It is my intent to rectify this situation, so that any future incident can be swiftly and properly handled to the best interest of the public.
