,    APPENDIX A NOTICE OF VIOLATION Arizona Nuclear Power Project  Docket No. 50-528 P. O. Box 52034  License No. NPF-41 As a result of the inspection conducted on June 3 through July 31, 1985, and in accordance with NRC Enforcement Policy, 10 CFR Part 2, Appendix C, 47 FR 9987, the following violation was identifie Technical Specification 6.6.1.a requires that the Commission be notified of Reportable Events, and a report be submitted pursuant to the requirements of 10 CFR Part 50.7 CFR Part 50.73 requires, in part, that a Licensee Event Report be submitted within thirty days after discovery of any operation or condition prohibited by the plant's Technical Specification Contrary to the above, on April 23, 1985, the licensee discovered that the Fuel Building Ventilation Monitor (RU-145) was inoperable, and as a result had been in a condition since April 19, 1985 where no iodine sampling of the fuel building ventilation system had occurred. This condition, is prohibited by Technical Specification 3.3.3.9.b which requires in part, that at a minimum, iodine samples of the fuel building ventilation system be an.'.yzed at least once per twelve hours. Licensee Event Report 85-32, describing this event, was submitted to the Commission on June 14, 1985; a period in excess of thirty days after discover This is a severity level V Violation (Supplement 1).
