Public Meeting to Discuss the San Onofre Nuclear Generating Station, Units 2 and 3 Post-Shutdown Decommissioning Activities Report (TAC Nos. MF4705 and MF4706)

The purpose of this meeting was to discuss and answer questions on the San Onofre Nuclear Generating Station (SONGS), Units 2 and 3 Post-Shutdown Decommissioning Activities Report (PSDAR). The U.S. Nuclear Regulatory Commission (NRC) staff also solicited written comments from the public on those questions that could not be answered during the public meeting.
General Details:
The meeting was scheduled from 6:00 p.m. - 9:00 p.m. Pacific Standard Time and ran approximately 20 minutes longer. Twenty-three NRC staff members were present. The meeting began with an introduction of NRC staff and a review of meeting ground rules, followed by presentations from the NRC staff and Southern California Edison (the licensee).
The NRC staff presentations focused on the decommissioning process, the NRC staff's review of the PSDAR, and the ways that members of the public can provide comments on the PSDAR. Following the NRC staff presentations, the licensee made a presentation describing its detailed plans for the decommissioning of SONGS. The majority of the meeting was dedicated to answering questions on the decommissioning process and the NRC staff review process, as well as receiving comments from members of the public.
Approximately 250 people participated in the meeting. Ten participants asked questions and 25 participants provided comments. In addition to members of the public, meeting
. participants included representatives of the SONGS Community Engagement Panel, labor organizations, public advocacy groups, and the licensee.
Summary of Presentations:
The NRC staff began the meeting by presenting information about the decommissioning process. The NRC presentation material can be found at Agencywide Documents Access and Management System (ADAMS) Accession No. ML14303A639. Following the NRC staff's presentation, the licensee made a presentation describing its detailed plans for the decommissioning of SONGS. The licensee's presentation material can be found at ADAMS Accession No. ML14303A624.
- Following the presentations, the NRG staff then opened the meeting to the general public to ask qu,estions about the decommissioning process and to comment on the licensee's PSDAR. All members of the public who wanted to provide a comment were given the opportunity to speak. The meeting was transcribed so that the NRG staff could consider the public's comments as part of its review of the PSDAR. A copy of the transcript can be found at ADAMS Accession No. ML14336A252. The NRG staff also created a version that corrects errors in the transcript found during the NRG staff's review of the document. The meeting concluded at approximately 9:20 p.m. with the NRG staff leaving the facility at 9:30 p.m.

Public Participation Themes:
During the public question and answer session of the meeting, NRG staff addressed questions on the following topics, among others:
o On-site spent nuclear fuel storage - NRG considers dry cask storage to be safe; o Decommissioning funding - NRG ascertains whether there is reasonableness that there will be enough funds to decommission the facility and to manage spent fuel until removed by the U.S. Department of Energy; o The seismic rating for the canisters - NRG considers the casks to be robustly designed; and o Long-term nuclear waste storage policy- NRG acknowledged that the United States does not currently have a policy in place that leads to moving the fuel to a permanent national repository.
A sample of comments and concerns involving the decommissioning plans made during the public comment portion of the meeting included:
o The dry cask storage canisters being considered by the licensee do not provide adequate defense-in-depth; more robust options are available; o Even though the power plant is shutdown, it is still a target for terrorists; o The lack of a national policy for long-term storage of nuclear waste means that the waste will be stored at SONGS indefinitely; and o Look at a longer term containment strategy with the cast iron type casks, something that is more permanent and durable that will last the proposed timeline.
