SUMMARY

OF DECEMBER 7, 2016, PUBLIC MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC. REGARDING NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 (CAC NO. MF8486)

On December 7, 2016, a Category 1 public teleconference meeting was held between the U.S.

Nuclear Regulatory Commission (NRC) staff and representatives of Entergy Nuclear Operations, Inc. (ENO). The purpose of the meeting was to discuss a proposed license amendment request (LAR) to change the license conditions and plant modifications required when adopting National Fire Protection Association Standard 805 (NFPA-805). The meeting notice and agenda are located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16305A379.

The licensee presented information on the background, basis, and content of the proposed application, which is available at ADAMS Accession No. ML16344A088.

The licensee presented the scope of the proposed LAR. This includes removing 6 NFPA-805 modifications and clarifying 8 NFPA-805 modification statements as described in Table S-2, "Plant Modifications Committed," and as invoked in the NFPA-805 Transition License Condition 2.C.(3).(c).2. The licensee briefly presented the probabilistic risk assessment strategy and the basis for removing the 6 NFPA-805 modifications. The licensee also briefly reviewed 8 NFPA-805 modification statements to be clarified. The NRC staff provided feedback to the licensee regarding their proposed LAR submittal. This included the licensee ensuring that all deterministic requirements continue to be met following the proposed modification reduction and, ensuring inclusion of information useful to understand the risk results.

There was one action item from the meeting. The NRC staff noted that license condition 2.C.(3).(c).2. requires the licensee to implement the modification to the facility before the end of the second full operating cycle after NRC approval. The NRC staff requested clarification on what constitutes the end of the second full operating cycle. The licensee will clarify this statement with the project manager at a future date.

The public was invited to listen to the meeting and was given an opportunity to communicate with the NRC after the business portion, but before the meeting was adjourned. Members of the public were present and no questions were asked. No public meeting feedback forms were received.
