| | During the period June 11, 2012, through June 14, 2012, the Nuclear Regulatory Commission (NRC) administered operating tests to employees of your company who had applied for licenses to operate the Oconee Nuclear Station. At the conclusion of the tests, the examiners discussed preliminary findings related to the operating tests and the written examination submittal with those members of your staff identified in the enclosed report. The written examination was administered by your staff on June 20, 2012. |

| In a telephone conversation on October 25, 2011, between Mr. Gabriel Washburn, Operations Training and Mr. Ronald F. Aiello, Senior Operations Engineer, arrangements were made for the administration of licensing examinations at the Oconee Nuclear Plant. The operating test is scheduled to be administered during the week of June 11, 2012. The written examination is scheduled to be administered on June 20, 2012. The on-site preparatory week is scheduled for the week of May 21, 2012.

| As agreed during the telephone conversation, your staff will prepare both the operating test and written examination based on the guidelines in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The U.S. Nuclear Regulatory Commission (NRC) regional office will discuss with your staff any changes that might be necessary before the examinations are administered. Your staff has also agreed to make copies of all examination materials that are necessary for administering the examination.

| Mr. Aiello will provide a written examination outline to your staff in November, 2011. The written examination and supporting reference material identified in Attachment 3, to ES-201, is due by April 12, 2012. The operating test and its supporting reference material will be due by April 26, 2012. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR55.40(b)(3)), an authorized representative of the facility licensee shall approve the outline, examination and test before they are submitted to the NRC for review and approval. All materials shall be complete and ready-to-use.

| In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, DEC, LLC 2 temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

During the period June 11, 2012, through June 14, 2012, the Nuclear Regulatory Commission (NRC) administered operating tests to employees of your company who had applied for licenses to operate the Oconee Nuclear Station. At the conclusion of the tests, the examiners discussed preliminary findings related to the operating tests and the written examination submittal with those members of your staff identified in the enclosed report. The written examination was administered by your staff on June 20, 2012.
All applicants passed both the operating test and written examination. There were no post-examination comments. A Simulator Fidelity Report is included in this report as Enclosure 2.
The initial examination submittal was within the range of acceptability expected for a proposed examination. All examination changes agreed upon between the NRC and your staff were made according to NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 9, Supplement 1.

Nuclear Regulatory Commission (NRC) examiners conducted an initial examination in accordance with the guidelines in Revision 9, Supplement 1, of NUREG-1021, Operator Licensing Examination Standards for Power Reactors. This examination implemented the operator licensing requirements identified in 10 CFR §55.41, §55.43, and §55.45 as applicable.
Members of the Oconee Nuclear Station staff developed both the operating tests and the written examination.
The NRC administered the operating tests during the period of June 11, 2012, through June 14, 2012. Members of the Oconee Nuclear Station training staff administered the written examination on June 20, 2012. Four Reactor Operator (RO) and five Senior Reactor Operator (SRO) applicants passed both the written examination and operating test. Nine applicants were issued licenses commensurate with the level of examination administered.
There were no post-examination comments.

Report Details 4. OTHER ACTIVITIES 4OA5 Operator Licensing Initial Examinations a. Inspection Scope Members of the Oconee Nuclear Station staff developed both the operating tests and the written examination. All examination material was developed in accordance with the guidelines contained in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC examination team reviewed the proposed examination. Examination changes agreed upon between the NRC and the licensee were made per NUREG-1021, and incorporated into the final version of the examination materials.
The examiners reviewed the licensees examination security measures while preparing and administering the examinations to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of Examinations and Tests. One noncompliance of security requirements occurred on April 12, 2012, when a member of licensee management, not on the security agreement, entered the simulator while exam validation was taking place. The individual was immediately added to the security agreement. The licensee documented this event in PIP O-12-03987.
The NRC examiners evaluated four Reactor Operator (RO), and five Senior Reactor Operator (SRO) applicants using the guidelines contained in NUREG-1021. The examiners administered the operating tests during the period of June 11, 2012, through June 14, 2012. Members of the Oconee Nuclear Station training staff administered the written examination on June 20, 2012. Evaluations of applicants and reviews of associated documentation were performed to determine if the applicants, who applied for licenses to operate the Oconee Nuclear Station, met the requirements specified in 10 CFR Part 55, Operators Licenses.
b. Findings No findings were identified. The NRC determined, using NUREG-1021, that the licensees initial examination submittal was within the range of acceptability expected for a proposed examination Four RO and five SRO applicants passed both the operating test and written examination. Nine licenses were issued.
Copies of all individual examination reports were sent to the facility Training Manager for evaluation of weaknesses and determination of appropriate remedial training.
There were no post-examination comments. A copy of the final written examination and answer key may be accessed not earlier than June 23, 2014, in the ADAMS system (ADAMS Accession Number ML12185A027 and ML12185A032).
