FACILITIES: San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2 and 3)

SUBJECT:

MEETING WITH REPRESENTATIVES OF SOUTHERN CALIFORNIA EDISON FOR SAN ONOFRE NUCLEAR GENERATING STATION On May 3, 2006, a Category I public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern California Edison at NRC Headquarters, One White Flint North, 11555, Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss SONGS Safety Conscious Work Environment (SCWE) and Nuclear Safety Culture (NSC). A list of attendees is provided as Enclosure 1.

The presentation addressed the following issues:

1. Establishing and Maintaining the NSC and SCWE at SONGS

• The responsibility of management, policies, and training

• Available alternative, staff strength, feedback, and effectiveness of the program

2. Assessing the SynergyTM Survey Results

• Details on the scope and methodology employed by the contractor

• Assessment of metrics

• Structure of results, including comparison to other customers

• Summary of results

• Areas of relative strength and weakness

• Managements assessment of the results

3. Assessing the Trends in NSCs and NRC Allegations

• Concerns, allegations, and trends

• 2005 results of analysis of NSCs and NRC allegations

• Trends in NSCs and NRC allegations

4. Acting on the Results of the SynergyTM Assessments

• Improving the NSC

• Key areas for improvement
