The Office of Investigations initiated the investigation to determine whether contract employees , specifically Enercon and DZ Atlantic , at Wolf Creek Generating Station willfully violated work order instruct i ons and falsified documents when constructing a security fence. Based on the evidence developed during the investigation , testimony , and document reviews , the allegation that contract employees willfully violated work order instructions and falsified documents when constructing a security fence was not substantiated.
