SUMMARYOFPROPOSEDOFFSITEACTIVITIESItisanticipatedthatWayneandMonroeCountiesandNewYorkStatepersonnelwillparticipatetoperformthefollowingminimumfunctions:1.CommandandControl2.DoseAssessment3.JointNewCenterStaffing4.ProtectiveActionDecisionmaking5.Communications EXERCISESCENARIO GINNASTATION1992EMERGENCYPREPAREDNESSEXERCISEINITIALCONDITIONS1~2~TheR.E.GinnaNuclearPowerPlantisoperatingatapproximately974ratedthermalpower.ThePlanthasbeenoperatingatthispowerlevelcontinuouslyforapproximately150days.The"A"SteamGenerator(S/G)primarytosecondaryleakrateincreasedapproximately5daysagotoacalculated60cc/min.Atapproximately0630hoursthismorningtheprimarytosecondaryleakratehasagainincreasedsignificantlyasindicatedbyasubstantialincreaseinradiationmonitorR-15(AirEjector).RadiationmonitorR-19(S/GBlowdown)hasalsoindicatedanincreaseinactivity.TheHealthPhysics/ChemistryDepartmentisintheprocessofanalyzingsamplestodeterminethecalculatedleakrate.3~4~5.6.7~EquilibriumPrimaryCoolantIsotopicactivityasof0300hours(10/8/92isprovidedintable9.2ofscenarioSection9.3.Totalactivityis2.56microcuries/gram.ChemistryLogSheet,availablefromtheController.TheReactorCoolantSystem(RCS)totalleakageis0.361GPMasof0400hoursthismorningandhasbeenincreasing.IdentifiedRCSLeakageis0.073GPM.Generalweatherconditionsarepartlycloudywithnocurrentprecipitation.ForpurposesoftheExercise,additionalmeteorologicalinformationintheSimulatorControlRoomshouldbeobtainedfromthePlantProcessComputerSystem(PPCS).ThePrimaryWaterTreatmentPlantissecuredformajormaintenancethatwilltakeapproximately3days.the100,000GallonOutsideCondensateStorageTankisat20%Level.ADemineralizerTrailerhasbeenorderedandisscheduledtoarriveat1300hourstoday.TheHouseHeatingBoilerisinserviceandNuclearSteamissecured.
