Dear Mr. McCabe:

Enclosed please find two copies of the 1992 Ginna Emergency Exercise

scenario, including all objectives, timeline, controller messages and radiological and meteorological data.

We have developed the plant operational parameters using the Ginna simulator, and will use the simulator in a "real time" mode during the Exercise on October 8. Plant parameters will be available directly to Exercise participants in our TSC, EOF and Engineering Support Center via data links with the Ginna Simulator computer.

Back-up scenario data sheets willbe available through controllers in the event of simulator during the course of the Exercise. Specific instructions on simulator logistics are being developed and will be provided during controller briefings prior to the Exercise.

The bases for the onsite and offsite radiological readings, and scenario meteorology contained in Sections 9 and 10 of this package were described in our June 1, 1992 transmittal to you.

Your comments on the scenario contents would be appreciated by Au ust 31 1992 for timely resolution before the Exercise.
