Palisades Nuclear Plant SUMMARY OF JANUARY 4, 2018, PUBLIC TELECONFERENCE MEETING WITH ENTERGY NUCLEAR OPERATIONS, INC., REGARDING REQUEST TO EXTEND ENFORCEMENT DISCRETION FOR GENERATED MISSILE NON-CONFORMANCES AT PALISADES NUCLEAR PLANT (EPID L-2017-LLL-0037) On January 4, 2018, a Category 1 public teleconference meeting was held between the U.S. Nuclear Regulatory Commission (NRG) staff and representatives of Entergy Nuclear Operations, Inc. (ENO or licensee). The purpose of the meeting was to discuss a December 7, 2017, request to extend the enforcement discretion for tornado-generated missile conformances at Palisades Nuclear Plant (PNP). By letter dated December 7, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 17341A415), the licensee requested to extend the expiration date for the period of enforcement discretion for tornado-generated missile non-conformances at PNP from June 10, 2018, to June 10, 2020, in accordance with the guidance in Enforcement Guidance Memorandum 2015-002, Revision 1, "Enforcement Discretion for Tornado-Generated Missile Protection Non-Compliance" (ADAMS Accession No. ML 16355A286). The NRG staff periormed an initial review of the request and determined that supplemental information regarding prompt and long-term compensatory actions implemented and/or planned in the event of a tornado would be needed. The staff discussed its guidance for compensatory measures and requesting an extension to the discretion period, which is provided in NRG Interim Staff Guidance DSS-ISG-2016-01, "Clarification of Licensee Actions in Receipt of Enforcement Discretion per Enforcement Guidance Memorandum EGM 15-002, 'Enforcement Discretion for Tornado-Generated Missile Protection Noncompliance"' (ADAMS Accession No. ML 17128A344). Specifically, Appendix B to DSS-ISG-2016-01 lists six items that should be included in an extension request letter. The staff discussed each of the six items and how ENO addressed the item in its December 7, 2017, letter, and for which items additional details would be needed for the staff to complete its review. For items the NRG staff identified as needing additional information, ENO verbally provided a summary of information that is contained in its Abnormal Operating Procedure (AOP) 38, "Acts of Nature," and in other sources of information. The NRG staff indicated that the information that ENO had summarized during the teleconference meeting was the type and level of detailed information the NRG staff would need to have docketed so that it could complete its review of the extension request. ENO stated that it plans to submit supplemental information to the NRC in support of its request within 2 weeks of the public teleconference meeting.

The public was invited to listen to the meeting and was given an opportunity to communicate with the NRG after the business portion, but before the meeting was adjourned. Members of the public attended the teleconference meeting and provided comments to the NRC staff. No regulatory decisions or commitments were made during the meeting. No public meeting feedback comments were received. There were no meeting materials provided by the licensee. A list of meeting attendees is enclosed.
