ME9767 and ME9768 Pursuant to Section 184 of the Atomic Energy Act of 1954, as amended, and Title 10 of the Code of Federal Regulations (10 CFR), Section 50.80, Luminant Generation Company LLC (Luminant) requested approval of Indirect and Internal License Transfer for Comanche Peak Nuclear Power Plant, Units 1 and 2 by letter October 11, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML123120190), as supplemented by letter dated October 24, 2012 (ADAMS Accession No. ML12312A071). The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this request. The acceptance review was performed to determine if there is sufficient financial qualifications information in scope and depth to allow the NRC staff to complete its detailed review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The NRC staff has reviewed your application and concluded that it does provide financial qualifications information in sufficient detail to enable the staff to proceed with its detailed review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment.
