UNITS 1, 2, AND 3 - DOCKET c 'NdS. 50-259, 260, AND 296 - FACILITY OPERATING LICENSE DPR-33, 52,.and 68 - LICENSEE EVENT REPORT (LER) 50-259/ 1998-001-00 The enclosed report provides details concerning a failure to meet the requirements of American National Standards Institute . (ANSI) Standard N510-1975, Testing of Nuclear Air Cleaning Systems, during.the performance of Standby Gas Treatment . (SGT) . System surveillance testing. . Technical Specification (TS) _3.7.B.2.a states that SGT high efficiency particulate air (HEPA) filter performance testing shall-be performed in accordance with ANSI N510-1975'. The. standard prescribes air-aerosol distribution criteria for dioctyphthalate (DOP) challenge aerosol' upstream and-downstream of the HEPA filter under test.

~Although TVA has determined that the DOP distribution criteria of~the ANSI standard were not met by the Surveillance Instruction, subsequent testing has confirmed that the SGT HEPA filters meet the leakage requirements-of the TS.

.TVA is reporting this event in pursuant to 10' CFR 50.73 (a) (2) (i) (B), as a condition prohibited by plant Technical Specifications.
