MIDLAND 1 AND 2 ODERATING LICENSE REVIEW COSTS FOR PERIOD JUNE 24, 1984 THROUGH JUNE 21, 1986 In accordance with Section 170.12(b), we have reviewed the costs in-curred by the various program offices directly involved in processing l the Midland 1 and 2 eperating licenses (0Ls) from the period June 24, 1984 through June 21, 1986. Attached are summaries of the review costs in six-month periods as well as the supporting documentation from the program offices. The attachments show a total of $231,488 for Midland 1 and a total of $78,208 for Midland 2 were expended during this time period. When the costs of $201,488 for Midland 1 are added to the costs of $3,749,786 from the previous billing period, the cumulative costs through June 21, 1986, are $3,9E1,274. When the costs of $78,208 for )

Midland 2 are added to the costs of $3,150,457 from the previous billing period, the cumulative costs through June 21, 1986 are $3,228,665. The maximum that can be assessed for the OL review for each plant under 10 CFR 170 as revised June 20, 1984, is $3,077,400. The Consumers Power Company was billed the maximum for each plant on February 1,1985. By letter dated June 7,1985, the Consumers Power Company challenged certain review costs. Even though final agency action has not been taken on these challenges, we have decided to continue to compute the OL review costs since Consumers Power Company has been billed the maximum chargeable under the current 10 CFR 170. Any necessary adjustments needed as a result of the pre.TAPSS data review will be made when the final results of the review are available. We will continue to compute costs for the " full cost" records through December 17, 1986, the date the Atomic Safety and Licensing Board dismissed the operating license proceeding for Midland 1 and 2.
