SUPPLEMENTAL BOARD NOTIFICATION REGARDING WELDING-RELATED ALLEGATIONS AT MIDLAND 1 AND 2 (BN-85-086)
In accordance with the NRC procedures for Board Notifications, the following information is being provided. This information is applicable to the Midland Plant, Units 1 and 2. The Midland OM-OL Licensing Board and parties are being informed by copy of this memorandum.
In the enclosure dated September 16, 1985, Mr. H. Wahl of Bechtel Power Corpora-tion summarizes developments in the suit filed before the San Francisco County Superior Court regarding the allegations of Mr. Earl Kent. Mr. Kent's allega-tions are the subject of contentions by Ms. M. Sinclair which have been admitted, but not yet litigated, in the Midland OL hearing. Mr. Wahl's September 16, 1985, letter and its enclosure (Mr. Wahl's May 9,1985, letter) are supplemental to previous Board Notifications82-117, 83-102, and 85-045.
As noted in BN 85-045, the Board and hearing parties were on the service list for direct receipt of Mr. C. Norelius' March 22, 1985, letter to Consumers Power Company. That letter forwarded a report by our contractor, Brookhaven National Laboratory, addressing Mr. Kent's allegations. It also set forth the NRC's plans for resolution of these allegations relative to the Midland Plant.
In the enclosure, Mr. Wahl states his belief that Region III could and should quickly dispose of the matters held open in the March 22, 1985, letter. Copies of the NRC's reply to the enclosure will be provided to the Board and hearing parties upon issuance, in -
