MIDLAND - REQUEST FOR INVESTIGATION OF GAP ALLEGATIONS l

3 In a letter dated June 29, 1982 Region III received six affidavits from a  !

representative of the Government Accountability Project (GAP) making various  ;

allegations regarding construction deticiencies and practices at the Midland j nuclear site. A copy of the six affidavits is attached. GAP, the same organization that provided allegations at Zimmer and LaSalle is actively engaged in soliciting safety concerns from current and previous Midland workers. Region III expects to receive more allegations from GAP in the ,

future. l 4

Because GAP held a news conference regarding these affidavits and the t.11egers safety concerns, which resulted in news coverage in Michigan, the i licensee has general, but not specific, knowledge of the allegations. The licensee has taken action to subpoena the six affidavits so that' they'can look into them; however, Region III was able to obtain agreement to postpone i the action while the NRC looked into the GAP concerns --- assuring the investigation would be conducted within six weeks.

As you know, however, Region III investigators have been involved in a number of high visibility investigations and as yet have not been able to get to the Midland concerns.

I Because of the history of the Midland project, the importance of looking into these allegations before the licensee can obtain the affidavits and possibly prejudice our investigation Region III requests 01 investigate these allegations as expeditiously as possible. Region III will, of course,

  • provide technical assistance as required.
