The enclosed infomation is being provided in accordance with present NRC procedures for Board Hotification.

This information is -

19bcock and Wilcox has informed the staff of a preltainary safety concern which has evolved from further consideration of the 6/10/80 St. Lucie upper head voiding event.

It appears that thermal ttresses, beyond those con-sidered in the ortgtnal design, may develop in the reactor vessel flange.

This may result in thermal stresses which exceeil code allowables.

The staff considers this a potential generic safety issue and is currently in the process of assessing its safety significance.

If it is deterutned that the safety significance is sufflctent to warrant resolution. a schedule will be established.

The staff will inform the Soards when a dectston is nade regarding tne resolution of this issue, ns, a stene4 W.
