Tennessee Valley Authority                )                                                50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECl(NICAL SPECIFICATION CllANCE 88-06 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licenses DPR-77 and DPR-79 to change the technical specifications of SQN units 1 and 2. The proposed chango provides a relaxation in the leak rate test frequency for the containment purge supply and exhaust isolation valves and defines a specific maxinum leakago rate of 5 percent of the total containment 1cakage rate (La). This change is considered to be a technical specification improvement that will provide significant benefits and savings                                                                                -
to TVA in the areas of ALARA (as low as reasonably achlovable), cost, and plant safety and will, at the same time, bring the SQN technical                                                                                            ;
specifications in conformance with the current standard technical specificatLons.
The proposed technical specification change is identified in enclosure 1. The justification for the proposed technical specification change is provided in enclosure 2. An attachment to enclosure 2 contains drawings that help illustrate a typical containment penetration for the purge system and a typical purgo system butterfly valve. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3.
