SUBJECT: CALLAWAY PLANT - NRC RETAKE INITIAL EXAMINATION REPORT NUMBER 05000483/2013302

Dear Mr. Heflin:

On August 27, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed a retake initial operator license examination at Callaway Plant. The enclosed report documents the examination findings and licensing decisions. The preliminary examination findings were discussed on August 29, 2013, with Mr. F. Diya, Vice President, Nuclear Operations, and other members of your staff. A telephonic exit meeting was conducted on September 5, 2013, with Mr. M. Otten, Initial Licensing Exam Author, who was provided the NRC licensing decisions.

The examination included the evaluation of one applicant for an instant senior reactor operator license. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55 and the appropriate license was issued. There were no post examination comments submitted by your staff. The enclosure contains details of this report.

No findings of were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). SUMMARY OF FINDINGS

ER 05000483/2013302; July 10 - August 29, 2013; Callaway Plant; Retake Initial Operator Licensing Examination Report.

NRC examiners evaluated the competency of one applicant for an instant senior reactor operator license at Callaway Plant.

The licensee developed the examinations using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The applicant requested and received a waiver for the written examination and portions of the operating test. The NRC chief examiner administered the applicable portions of the operating test on August 27, 2013. The chief examiner determined that the applicant satisfied the requirements of 10 CFR Part 55 and the appropriate license was issued.

4OA5 Other Activities (Initial Operator License Examination)

.1 License Applications

a. Scope

The NRC chief examiner reviewed the license application submitted to ensure the applicant satisfied relevant license eligibility requirements. This review included a detailed review of the applicant's qualification card for experience and on-the-job training, including control manipulations that provided significant reactivity changes. The chief examiner also reviewed the remediation plan for completion and adequate coverage of previous weaknesses. The applicant requested and received a waiver for the written examination and all other portions of the operating test except the administrative Job Performance Measures (JPMs) because he passed those portions of the examination during the initial examination given at Callaway Plant the week of March 18, 2013.

b. Findings

No findings were identified.

.2 Examination Development

a. Scope

The NRC chief examiner reviewed the administrative JPM outlines and draft operating test JPMs submitted by the licensee against the requirements of NUREG-1021. The chief examiner conducted an onsite validation of the operating test.

b. Findings

The NRC chief examiner provided outline, draft examination, and post-validation comments to the licensee. The licensee satisfactorily completed comment resolution prior to examination administration.

The NRC chief examiner determined that the operating tests initially submitted by the licensee were within the range of acceptability expected for a proposed examination.

.3 Operator Knowledge and Performance

a. Scope

The NRC chief examiner administered the administrative JPM portion of the operating test to the applicant on August 27, 2013.

b. Findings

No findings were identified.

The applicant passed the operating test. There were no post examination comments as indicated in the licensee submittal.

The NRC chief examiner did not observe any generic weaknesses associated with applicant performance on the administrative JPMs.

.4 Simulation Facility Performance

a. Scope

The NRC chief examiner did not observe simulator performance for this retake examination because the simulator was not required for this examination.

b. Findings

No findings were identified.

.5 Examination Security

a. Scope

The NRC chief examiner reviewed examination security for examination development during the preparation week and examination administration week for compliance with 10 CFR 55.49 and NUREG-1021. These were both done during the same week. Plans for simulator security and applicant control were reviewed and discussed with licensee personnel.

b. Findings

No findings were identified.

4OA6 Meetings, Including Exit

The chief examiner presented the preliminary examination results to Mr. F. Diya, Vice President, Nuclear Operations, and other members of the staff on August 29, 2013.

A telephonic exit was conducted on September 5, 2013, between Mr. K. Clayton, Chief Examiner, and Mr. Mark Otten, Initial Licensing Exam Author.

The licensee did not identify any information or materials used during the examination as proprietary.
