CALLAWAY PLANT - NRC EXAMINATION REPORT 05000483/2011302

Dear Mr. Heflin:

On June 8, 2011, the U.S. Nuclear Regulatory Commission (NRC) completed an initial operator license retake examination at Callaway Plant. The enclosed report documents examination details and licensing decisions. A telephonic exit meeting was conducted on June 10, 2011, with Mr. B. Moody, who was provided the NRC licensing decision.

The examination included the evaluation of one applicant for an instant senior reactor operator license. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued. There were no post-examination comments submitted by your staff. The enclosure to this letter contains the details of this report.

No findings were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). SUMMARY OF FINDINGS

Report.

NRC examiner evaluated the competency of one applicant for an instant senior reactor operator license at Callaway Plant.

The licensee developed the written exam using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The operating tests were waived for the applicant because he passed these portions of the examination earlier this year and because the licensee requested and received a waiver for these items for the retake examination. The facility licensee administered the written examination on June 8, 2011.

The Chief Examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

.1 License Applications

a. Scope

NRC examiners reviewed the license application submitted to ensure the applicant satisfied relevant license eligibility requirements. The Chief Examiner also audited the license application in detail to confirm that it accurately reflected the subject applicants qualifications. This audit focused on the applicants experience and on-the-job training, including control manipulations that provided significant reactivity changes.

b. Findings

No findings were identified.

.2 Examination Development

a. Scope

NRC examiners reviewed the written examination outlines and draft examinations submitted by the licensee against the requirements of NUREG-1021.

b. Findings

No findings were identified.

NRC examiners provided outline and draft examination comments to the licensee. The licensee satisfactorily completed comment resolution prior to examination administration.

.3 Operator Knowledge and Performance

a. Scope

The operating tests were waived for the applicant because he passed these items earlier this year and because the licensee requested and received waivers for these items for the retake examination.

The facility licensee administered the written examination to the applicant on June 8, 2011.

b. Findings

No findings were identified.

The applicant passed the written examination. The final written examination may be accessed in the ADAMS system under the accession number noted in the attachment.

Note that the examination will not be place in the publically available ADAMS system for two years at the request of the Callaway Plant. There were no post-examination comments for the written exam.

.4 Simulation Facility Performance

a. Scope

The NRC examiner did not observe simulator performance with regard to plant fidelity during written examination validation and administration.

b. Findings

No findings were identified.

.5 Examination Security

a. Scope

The NRC examiner reviewed examination security for both the preparation and examination administration for compliance with 10 CFR 55.49 and NUREG-1021. Plans for applicant control were reviewed and discussed with licensee personnel.

b. Findings

No findings were identified.

A telephonic exit was conducted on June 10, 2011, between Messrs. S. Garchow, Chief Examiner, and B. Moody, Senior Operations Training Instructor.
