Long, L:APCB The Comission has issued Amendment No. 19 to Facility License No. DPR-1, copy enclosed. The amendment authorizes you to possess, but not operate, the Vallecitos Boiling Water Reactor for an. addi-tional 23 years.

Your request for the license extension requested an additional 40 years; however, 10 CFR Part 50, Section 50.51 states that the license may be issued for a period not to exceed 40 years. The construction permit was issued May 14, 1956, hence, the 40 year period would expire May 14, 1996. Therefore, Amendment No. 19 extends the license to that period only.

A copy of the Federal Register Notice and a copy of the Safety Evalua-tion are also enclosed.

I GENERAL ELECTRIC COMPANY DOCKET NO. 50-18 AND~ENU TO FACILITY LICENSE Amendment No. 19 License No. DPR-1

1. The Atomic Energy Commission ("the Commission") has found that:

A. The application for amendment complies with the requirenents of the Atomic Energy Act of 1954, as amended ("the Act"), and the Commission's regulations set forth in 10 CFR Chapter I; B. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (11) that such activities will be conducted in compliance with the Commission's regulations; and C. The facility will be possessed in conformity with the application, as amended, the provisions of the Act, and the rules and regula-tions of the Commission; D. The licensee is technically and financially qualified to engage in the activities authorized by this amendment in accordance with the rules and regulations of the Commission.

E. The applicable provisions of Part 140 of the Commission's regulations have been satisfied; and F. The issuance of this -mendment will not be inimical to the common defense and security or to the health and safety of the public and involves no significant hazards consideration.

2. License No. DPR-l, as amended, that authorizes the General Electric Company to possens, but not operate, the Vallecitos Boiling Water Reactor located at the Vallecitos Atomic Laboratory, Alameda County,'

California, is hereby further amended by revising paragraph 6 to read:

"6. This license is effective as of the date of issuance and shall expire on May 14, 1996."

UNITED STATES ATOMIC ENERGY COMMISSION GENERAL ELECTRIC COMPANY DOCKET NO. 50-18 NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY LICENSE The Atomic Energy Comnission ("the Commission") has issued, effective as of the date of issuance, Amendment No. 19 to License No. DPR-1. Facility License No. DPR-l authorizes General Electric to possess, but not to operate, the Valleeitos Boiling Water Reactor located at the Vallecitos Atomic Laboratory, Alamenda County, California. The amendment extends the expiration date of the license until May 14. 1996.

By application dated April 9, 1973, General Electric requested the extension of License No. DPR-l to maintain the VBWR facility in its present possess but not to operate. condition in accordance with License No. DPR-1, as amended. General Electric has reported the con-dition of the facility annually as required and these reports have established that the continued maintenance of the fecility in its present condition presents no significant hazards consideration-a~d there is reasonable assurance thattthe health and safety of the public will not be endangered.

The Commission has made the findings (relating to its review of the appli-cation) which are set forth in the amendment and has concluded that the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.

I SAFETY EVALUATION BY THE DIRECTORATE OF LICENSING G1:N 2 RAL ELECTRIC CO02AMY DOCKET NO. 50-18 By application dated April 9, 1973. the General Electric Company requested that the expiration date of Faeility License No. DPR-1 be extended from Hay 14, 1973, to may 14, 1996.

Operation of the VBWR was discontinued on December 9, 1963, and Amendment No. 18 to Facility License No. DPR-1 was issued on September 9, 1965, to authorite the General Electric Company to possess, but not operate, the Vallecitos Boiling Water Reactor (VBWR).

The reactcr has been deactivated by removing the fuel and much of the equipment used in operation of the reactor. Annual reports are sub-mitted on the condition of the facility and these reports have estab-lished that the continued maintenance of the facility poses no threat to the health and safety of the public.

Accordingly, we conclude that the issuance of this amendment to extend the expiration date of Facility License No. DPR-I to May 14, 1996, presents no significant hazards consideration and there is reasonable assurance that the health and safety of the public vill not be endan-gered by this action.
