This letter responds to the Reference (1) NRC letter by providing a commitment that the Greene County Nuclear Power Plant will be designed and constructed such that implementation of the design options specified in Reference (1) will not be orecluded prior to a final decision on the anticipated Transient Without Scram (ATWS) issue.            The NRC states in NUREG 0460 that issuance of a final decision on ATWS is expected by about November 1,      1979.
The Authority has reviewed Reference (1) with our NSSS supplier, Babcock & Wilcox, and our A/E, Stone & Webster.              Based upon this consultation the Authority concludes that the Greene County Nuclear Power Plant design and construction has not oroceeded to a point which forecloses implementation of the three possible design modifications specified to resolve ATWS in Reference (1).          It should be noted . however, that fabrication of the pressurizer, which is about 00 percent complete, has progressed past the manufacturing sequence where pressurizer nozzles are fitted and welded to the upper pressurizer head and then              stress            y relieved.      Additional nozzles to accommodate increased relief                      t, g g s    .

The Authority requests that the NRC take this into account when final ATWS requirements for the Greene County Nuclear Power Plant are formulated. The Authority is villing to meet with the NRC to discuss these costs in more detail if necessary.
