By letter dated May 3, 2013 (HBL-13-007), Pacific Gas and Electric Company requested an amendment to Facility Operating License No. DPR-7 for Humboldt Bay Power Plant, Unit 3 to add License Condition 2.C.5 that approves the License Termination Plan (LTP) and to add a license condition that establishes the criteria for determining when changes to the LTP require prior NRC approval.
We have completed the initial processing, which is an administrative review, and have accepted your application for a more detailed technical review. The more detailed technical review may identify omissions in the submitted information or technical issues that require a request for additional information. If needed, these will be forwarded to you in the future. The staff notes that supplemental information including proprietary cost information and Derived Concentration Guideline Levels for embedded piping is expected to be provided to supplement your submittal.
