MD5802) Dear Ms. Hamilton: By letter dated June 12, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML081430111 ), the U.S. Nuclear Regulatory Commission (NRG) issued Amendment No. 127 to Renewed Facility Operating License No. NPF-63 for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris). The amendment relocated the lnservice Testing requirements to the administrative section of the Technical Specifications (TSs), removed the lnservice Inspection requirements from the TSs, and established a TSs Bases Control Program. These changes were in response to the Duke Energy Progress, LLC (previously Carolina Power and Light Company) (the licensee) license amendment request dated June 15, 2007, as supplemented by letter dated March 6, 2008 (ADAMS Accession Nos. ML071800018 and ML080720337). This year, while periorming the acceptance review on a license amendment request submitted November 7, 2017, (ADAMS Accession No. ML 17312A362), the NRG staff identified an error on TS pages 6-199 and 6-19h associated with Amendment No. 127. Specifically, the TS pages 6-19g and 6-19h were issued without the applicable headings, "ADMINISTRATIVE CONTROLS" and "PROCEDURES AND PROGRAMS (Continued)." It appears that this error was introduced when the licensee submitted its markup and clean TS pages for Amendment No. 127, and because TS pages 6-19g and 6-19h were new pages to be added to the TS. The licensee submitted the markup pages as "inserts" without headings, while the clean pages were submitted with correct headings that were consistent with the Administrative Controls section of the Harris TS. The NRC inadvertently issued the pages without the headings. Technical Specifications (TS) Bases Control Program This program provides a means for processing changes to the Bases of these Technical Specifications. 1. Changes to the Bases of the TS shall be made under appropriate administrative controls and reviews. 2. Licensees may make changes to Bases without prior NRG approval provided the changes do not require either of the following: a. A change in the TS incorporated in the license, or b. A change to the FSAR or Bases that requires NRC approval pursuant to 10 CFR 50.59. 3. The Bases Control Program shall contain provisions to ensure that the Bases are maintained consistent with the FSAR 4. Proposed changes that meet the criteria of Specification 6.8.4.n.2 above shall be reviewed and approved by the NRC prior to implementation. Dear Ms. Hamilton:
By letter dated June 12, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML081430111 ), the U.S. Nuclear Regulatory Commission (NRG) issued Amendment No. 127 to Renewed Facility Operating License No. NPF-63 for the Shearon Harris Nuclear Power Plant, Unit 1 (Harris). The amendment relocated the lnservice Testing requirements to the administrative section of the Technical Specifications (TSs),
removed the lnservice Inspection requirements from the TSs, and established a TSs Bases Control Program. These changes were in response to the Duke Energy Progress, LLC (previously Carolina Power and Light Company) (the licensee) license amendment request dated June 15, 2007, as supplemented by letter dated March 6, 2008 (ADAMS Accession Nos.
ML071800018 and ML080720337).
This year, while periorming the acceptance review on a license amendment request submitted November 7, 2017, (ADAMS Accession No. ML17312A362), the NRG staff identified an error on TS pages 6-199 and 6-19h associated with Amendment No. 127. Specifically, the TS pages 6-19g and 6-19h were issued without the applicable headings, "ADMINISTRATIVE CONTROLS" and "PROCEDURES AND PROGRAMS (Continued)."
It appears that this error was introduced when the licensee submitted its markup and clean TS pages for Amendment No. 127, and because TS pages 6-19g and 6-19h were new pages to be added to the TS. The licensee submitted the markup pages as "inserts" without headings, while the clean pages were submitted with correct headings that were consistent with the Administrative Controls section of the Harris TS. The NRC inadvertently issued the pages without the headings. The corrected pages are enclosed.

- m. lnservice Testing Program This program provides controls for inservice testing of ASME Code Class 1, 2, and 3 components. The program shall include the following:
- 1. Testing frequencies specified in the ASME Code for Operation and Maintenance of Nuclear Power Plants and applicable Addenda as follows:

- 4. Nothing in the ASME Code for Operation and Maintenance of Nuclear Power Plants shall be construed to supersede the requirements of any Technical Specification.

ADMINISTRATIVE CONTROLS PROCEDURES AND PROGRAMS (Continued)
- n. Technical Specifications (TS) Bases Control Program This program provides a means for processing changes to the Bases of these Technical Specifications.
- 1. Changes to the Bases of the TS shall be made under appropriate administrative controls and reviews.
- 2. Licensees may make changes to Bases without prior NRG approval provided the changes do not require either of the following:
- a. A change in the TS incorporated in the license, or
- b. A change to the FSAR or Bases that requires NRC approval pursuant to 10 CFR 50.59.
- 3. The Bases Control Program shall contain provisions to ensure that the Bases are maintained consistent with the FSAR
- 4. Proposed changes that meet the criteria of Specification 6.8.4.n.2 above shall be reviewed and approved by the NRC prior to implementation. Changes to the Bases implemented without prior NRC approval shall be provided to the NRC on a frequency consistent with 10 CFR 50.71 (e).
